Heydour, Aisby and Oasby Parish Council 

Minutes from the Annual Parish Council Meeting Tuesday 10th May 2022.

 

Councillors present: Cllrs. Ballaam, Kennedy, Neville, Peace, Taylor and Turner

In attendance: Parish Clerk Boden.

 

The Chairman welcomed everyone to the meeting

 

PUBLIC COUNCIL SESSION: 

 

22074. To elect a Chairman of the Council and sign the Declaration of Office.

It was resolved that Cllr Peace be elected as chairman for the civic year 2022-2023.

 

22075. To elect a Vice Chairman of the Council.

It was resolved that Cllr Ballaam be elected as vice chairman for the civic year 2022-2023..

 

22076. Updates from County and District Councillors Interest 

C. Cllr Hill had sent his apologies.

D. Cllr Trotter had already given her update in the Annual Parish Meeting. .

 

22077. Declarations of Pecuniary Interest

Nil

 

22078. Apologies for Absence 

Nil

 

22079. Approval of Clerks Notes – Wednesday 26th April 2022.

It was resolved to accept the clerk's notes.

 

22080. To review Standing Orders

It was resolved to accept the STANDING ORDERS 2018 (ENGLAND) — UPDATED APRIL 2022, with the amendment of having 4 council members as a quorum.  

 

22081. To review Financial Regulations

It was resolved to accept the Financial Regulations.

 

22082. To review the Code of Conduct

It was resolved to accept the Code of Conduct

 

22083. To review the Asset Register

It was resolved that the Asset Register was correct and up to date.

 

22084. To review and accept policies. 

The policies had previously been submitted to Cllrs before the meeting.

 

1. Health and Safety policy. It was resolved to accept the H&S policy

2. Equality and Diversity policy. It was resolved to accept the Equality and Diversity policy.

3. Publication Scheme. It was resolved to accept the Publication Scheme

4. Freedom of Information Request. It was resolved to accept the FOI document

5. Data Protection policy. It was resolved to accept the Data Protection policy

6. Data Breach policy. It was resolved to accept the Data Breach policy

7. Complaints policy. It was resolved to accept the Complaints policy

8. Vexatious policy. It was resolved to accept the Vexatious policy

 

22085. To review the need for a Cold Calling Zone

This had been on a previous agenda but had been requested by a resident to be placed back on the agenda for discussion. 

The resident did not attend the meeting and at the present time no other residents have come forward requesting such a zone and therefore it was resolved not to pursue such a zone.

 

22086. To agree the schedule of Parish Council Meetings for 2022/23.

It was resolved to accept the calendar of dates. 12/7/22, 13/9/22, 15/11/22, 10/1/23, 14/3/23. May meeting TBC due to election.

 

22087. To approve the Insurance for the Year 2022 -23

It was resolved to accept the quotation from Community Action Suffolk at a cost of £256.85

S22/0421 (Muffitt) – Ash House, Ancaster Lane, Oasby, NG32 3NA. Awaiting decision.

S22/0604 (Bell) - Beck Cottage, Village Street, Oasby, NG32 3NB. Awaiting decision.

S22/0133 (Winfield) – Byre Cottage, Oasby, NG32 3NA. D Cllr Trotter had already discussed arranging a zoom meeting with Cllr Peace and the planning department within the Annual Parish Meeting.

S22/0589 (Cardoso) – Sycamore View, Mill Lane, Oasby, NG32 3ND. Comments submitted.

S22/0230 (Anglian Water) – Pipeline between Ancaster and Bexwell, Norfolk. Awaiting decision.

S22/0729 (Cox) – Oasby Lodge, Village Street, Oasby, NG32 3NA. Awaiting decision.

 

22090. Review Zoom subscription

The subscription had already renewed via W. Moore’s card. It was resolved under item 15 to repay the amount.

 

22091. Verge Cutting – Mill Lane and generally

SNB Grounds Care had reported that they were at capacity. A further informal quote has been received and the clerk is awaiting a formal version.

 

22092. To review the Work Plan

1.Review SKDC Big Clean

After a discussion it was resolved that the area around Stone Lane Cottage, Aisby (as in the previous year) and Oasby Beck, all the way through the village, be requested as part of SKDC Big Clean this year.

 

22093. Date and time of next meeting

Wednesday 25th May at 6.30pm – due to planning applications

 

COUNCIL TO DECIDE IF THEY ARE TO MOVE INTO CLOSED SESSION TO DISCUSS OTHER MATTERS.
