Minutes from meeting Wednesday 9th March 2022.

It was resolved to accept the Clerk's notes.

22047. CLERK’S UPDATE.

a) End of Year Update. PKF will be the external auditors again this year PKF will be external auditors again this year and at present there is no information of any dates on their website at present. As soon as the paperwork is received the exemption certificate will be applied for.

b) LALC membership £140.06, Training Scheme £114.00. After discussion it was resolved to remain members of LALC but not renew the Annual Training Scheme. Clerk to pay in next financial year.

Cllr Peace is already enrolled for a course in May. It was resolved that this would be paid. Clerk to pay on arrival of invoice.

c) Training as part of LALC (zoom courses). At present there are no appropriate zoom courses available.

 

Kier Dawson from Anglian Water has been in touch with answers to the questions from Cllrs at the meeting on the 11th of January. Please see bottom of minutes.

 

22048. QUEEN’S JUBILEE JUNE 2022.

The clerk has submitted a grant application to the National Lottery and is awaiting a response.

There is a meeting next Wednesday 16th March to discuss further.

 

22049. VERGE CUTTING – Mill Lane and generally.

It was reported that a branch has broken away and is stuck amongst other branches. Cllr Peace to meet with owner

The quote from BDG has been received regarding grass cutting to the same areas that it has cut in previous years. The VH and Church have accepted their quotes. It was resolved to accept. Clerk to contact

The clerk has received one quote back from the 4 that she sent out for Mill Lane. It was resolved that the first cut should be May and then monthly until September.

It was then discussed regarding other areas of the cutting in the village. Cllr Peace to send cutting map through.

 

22050. PARISH COUNCIL EMAIL ADDRESS. 

Three quotes had been received, that had been sent out prior to the meeting. It was resolved not to accept the quotes but to set up appropriate outlook accounts.

 

22051. COLD CALLING. 

It was resolved not to have No Cold Calling Signs at the Village Entrances.

 

22052. VILLAGE GATES. 

It was resolved not to have White Speed Reduction Gates into the villages.

Response from Kier Dawson at Anglian Water regarding answers to questions from Councillors at the meeting on the 11th January. 

 

The bullet points below are answers to the questions raised by councillors about any potential flood risk for the new Lincoln to Grantham pipeline. 

• The pipes are designed to last more than 120 years. They are assembled as a continuous welded steel pipeline with a three-layer polyethylene coating and a cathodic protection system. These are designed to manage corrosion on the pipeline, prolonging its life and reducing the risk of failure. The pipeline pressures are also managed by a supervisory control system to not exceed the system capacity. 

• Using the relevant design parameters for the location (the area around Oasby), the engineering team estimate the probability of failure to be very low to remote. Furthermore, the typical failure mode for welded steel pipelines, albeit remote, are pinhole leaks (resulting from corrosion), which are not likely to have a significant impact on flows into the beck.

 

• One of the councillors raised the possibility of a service strike causing a burst. That is a possibility, but as it is a random event it’s not possible to calculate/estimate any potential damage to pipes or impact on the beck.

 

• Anglian Water don’t carry out specific risk assessments for pipelines of this type when it is sited more than 1km from a village, but a full Flood Risk Assessment for the entire section of pipeline was submitted to the local authorities along the route (including South Kesteven) as part of the planning application/Environmental Statement on February 7th. I’m afraid it hasn’t yet been uploaded by the local authorities to their planning portals. Once it has, I’ll share the link with you, as that will give further detail about our plans and the methods, etc, behind our decisions.
