Heydour, Aisby and Oasby Parish Council 

Minutes from the full Parish Council Meeting held on Tuesday 27 September 2022.

 

Councillors present: Cllrs. Ballaam, Kennedy, Peace (Chair), and Turner.

In attendance: C. Cllr Hill, Parish Clerk Boden and two members of the public.

 

The Chairman welcomed everyone to the meeting. Awards were presented to Cllr Kennedy after she had been nominated to LALC for her service to the Parish Council. She was awarded the Long-Standing Service Award and Runner Up for Councillor of the Year.

The Parish Council would like it to be minuted that they would like to express their Thanks to Sarah Neville for her contribution to the Parish Council over the years that she was a Councillor.

 

22115. PUBLIC PARTICIPATION SESSION:

To receive reports from outside bodies.

Report from C. Cllr Hill – Interesting times are ahead with a new Prime Minister and new Government. This may mean planning regimes may change. At present there has been a 2% settlement from government. 

Major infrastructure builds are going ahead with new wind frames, reservoirs and electricity pylons are happening between Grimsby and Spalding. The Grantham bypass is continuing but there have been issues with some of the bridges. LCC will hopefully be able to claim expenses back through the designer’s insurance. It should be open late 2024/ early 2025.

Kings Street has had improvements but still could do with more work. There are areas that are very narrow and the whole road ideally needs improving.

Home to School Transport has been tightened up with students living in Oasby going to Grantham and those in Aisby travelling to Sleaford.

22116. APOLOGIES FOR ABSENCE: Cllr Taylor’s apologies were accepted.

22117.To consider the co-option of a new Councillor and to witness the signature of Acceptance. It was resolved to accept the Co-option of Mr Smallwood onto the Parish Council. The clerk witnessed the signature of acceptance and collected the Disclosable Pecuniary Interests paperwork to send a copy to SKDC.

22118. DECLARATIONS OF PECUNIARY INTEREST. Cllr Smallwood declared an interest in planning application S22/1660

22119. APPROVAL OF CLERK'S NOTES – Tuesday 26th July 2022. It was resolved to accept the Clerk's notes.

c) To review and consider approval of bank reconciliations. It was resolved to accept the bank reconciliations and to sign as per the financial regulations.

d) To review and consider budget (6 month). It was resolved to defer to the next meeting.

 

22121. Review of ROSPA Inspection. The report was discussed, and it was resolved to contact Brooks Building Services to complete the essential repairs needed to the ‘fort.’

22122. Review of Archers Survey. The results of the survey were read out and a copy of the results will be made available on the website.

22123. To consider ‘Welcome Leaflet’ (deferred from July meeting). After discussion it was resolved for the clerk to arrange a meeting with Cllr Peace. Cllr Smallwood offered his services as well.

22124. Update on public meeting and street signs. Cllr Peace explained that a public meeting was held on the 15th of August and himself and the clerk attended along with two members from SKDC.

22125. To discuss the purchase of a Poppy Wreath. It was resolved not to purchase a poppy wreath as the Parishes do not have an appropriate place for them.

22126. To review and accept Grants Policy (deferred from July meeting). It was resolved to accept the Grants Policy.

22127. To discuss grass verge and bus shelter improvements. It was discussed what ‘powers’ the Parish Council have to improve the verge and around the bus shelter in Oasby. The clerk is to obtain quotes.

22128. Information regarding Anglian Water Sewerage Appraisal Works, Winter 22-23. Cllr Peace explained that Anglian Water are on phase 2 of the project and they will be checking throughout winter on any contamination. 

22129. To discuss local four-by-four vehicle meet. The clerk explained that whilst the meets are held on private land then there is not much that the PC can do. As it is an interest of Cllr Trotters the clerk will forward the details to her.

22130. To discuss the tidying of the Beck in Oasby. The clerk has asked on the Big Clean page, on the SKDC website on a number of occasions but has heard nothing back. Cllr Kennedy said that she had seen workers in the area, and it was resolved that she would visit the site and let the clerk know. The clerk will then contact Cllr Trotter.

22131. To discuss updated workplan. It was resolved that the benches at the Aisby bus shelter, outside Lime Cottage, in the Playground and on the Millennium Green be added to the workplan for oiling. The clerk to contact Brooks Building Services,

22132. To consider the clerk’s request to attend the LALC conference for training purposes. It was resolved that the clerk should attend the LALC conference for training purposes.
