Minutes from meeting Monday 24th January 2022.


Councillors present: Cllrs. Ballaam, Kennedy, Peace and Taylor 
In attendance: Parish Clerk Boden and 6 members of the public.

PUBLIC COUNCIL SESSION: 

22019. DECLARATIONS OF PECUNIARY INTEREST
None where declared

22020. APOLOGIED FOR ABSENCE:
It was resolved that apologies be accepted from Cllrs Neville and Turner

22021. APPROVAL OF CLERK'S NOTES – 11th November 2021
It was resolved to accept the Clerk's notes.

22022. PLANNING MATTERS.
S21/2338 (Payne) – Mr. Payne explained the application of changing the summer house into an Air BnB holiday let.
Neighbours voiced their concerns regarding sewerage, security, access and being overlooked. 
Mr. Payne expressed that the septic tank was fit for up to twelve people and there are only himself and his wife and when they have guests it is a maximum of two people.
All Air BnB customers are vetted so this should allay the concerns of security for those with young family and he did not feel that having a six-foot fence was really being overlooked. Numbers have been low with only 40 people staying between July and December 2021. There are no bookings for the next four months. It was also noted that there are already two Air BnB’s operating at the bottom of the hill.
The question regarding separate access to the holiday let was questioned again by one member of the public stating that access had never been granted, to The Retreat, onto the shared drive to the side. Mr. Payne believed that he had but if was not the case then there was plenty of room to park at the front of the property.Cllr. Kennedy joined the meeting.

Cllr Peace asked each Councillor if they had any questions.

Cllr Ballaam could understand the neighbour’s concern about being overlooked and explained that he hosts Air BnB so understands the booking process. Regarding the access it would be determined by the District Council.

Cllr Taylor commented that as per the attached document there are many non-material considerations that the Council cannot comment on, but access is a material consideration that can be part of the comments.

Cllr Kennedy was worried about drainage issues, but it was explained that this conversation had been discussed.

All Councillors resolved that the Parish Council should enter ‘No Comment’ on the application.Clerk to forward ‘No comment’ to SKDC.

 

22023. TREE PLANTING FOR THE JUBILEE

Mr. Hatcliff had initially hoped that one tree for each decade could be planted on the Millennium Green, though this is not possible. A Rowan Tree (for its connection to magical powers) is to be planted in the Churchyard next to the bench along with a plaque. Mr. Hatcliff has made the appropriate application to the faculty.
A Dog Rose is to be planted outside the front of the Village Hall and a Christmas Tree will be planted at the rear, where it can be decorated during the Christmas period.
The Millennium Green Committee have already started work on the refurbishment of the wildflower area and C. Cllr Hill is in the process of asking the working party if a tree can be planted.
