Heydour, Aisby and Oasby Parish Council 

Minutes from the full Parish Council Meeting held on Tuesday 26 July 2022.

 

Councillors present: Cllrs. Ballaam, Neville, Peace, Taylor, and Turner.

In attendance: Cllr Trotter, Parish Clerk Boden and three members of the public.

 

The Chairman welcomed everyone to the meeting

 

PUBLIC PARTICIPATION SESSION:

To receive reports from outside bodies.

Report from C. Cllr Hill – No report 

 

Report from D. Cllr Trotter – the A1 is being resurfaced from South Witham to Peterborough and there will be closures throughout this time. 

It was National ASBO week the previous week.

Cllr Trotter was asked if there had been any updates regarding the land at Cold Harbour. At present there are no updates or any view to people living there.

 

Questions or Points raised by residents and members of the public.  A resident asked about the potholes and the narrowing of Kings Street. It was explained that the Council had reported the condition of the road before, and some work had been carried out. Any further deterioration can be recorded on Fix my Street.

A point was raised that a fly tipping issue had been recorded but it contained asbestos and the Council were having to negotiate with specialists. The Parish Council will be kept up to date.

A point was raised that the grass at the approach of Oasby village was very untidy, especially if it had been recently cut.  Clerk to chase.

c) To review and consider approval of bank reconciliations. It was resolved to accept the bank reconciliations and to sign as per the financial regulations.

d) To review budget and expenditure. The budget had been previously received by Councillors and it was resolved that the budget forecast was correct.

e) To consider appointment of an internal auditor for financial year ending March 2023. It was resolved to appoint Mrs Hatcliff. Clerk to email. 

 

22108. Clerk's Report

a) ROSPA inspection and the Purchase of a new toddler swing seat. The playground inspection with ROSPA is due in August. It was resolved to engage with ROSPA this year and to purchase a new toddler swing seat, as per the report last year. Clerk to purchase.

b)  Welcome Pack. It was resolved to defer until the next meeting with a sample by the clerk.

c)  Archer Survey. It was resolved to collect all the results, as only a sample had been received, and defer until the next meeting.

 

22109. To discuss the need of a public meeting following the results from SKDC. It was resolved for Councillor Trotter to work with the clerk and communicate with the ‘Street Naming’ Team to establish if a meeting needs to be called. A public meeting will be called if needed.

 

22110. To discuss Cyber Security. Cllr Peace had attended a meeting that included Cyber Security and Cllrs were reminded to set up a Cllr specific email.

 

22111. To review and accept policies

a) Document Retention Policy. It was resolved to accept the Document Retention Policy, as no amendments had been made.

b) Grants Policy – It was resolved to defer the grants policy until the next meeting.

Cllr Trotter had spoken with the planning team at SKDC and had asked that the planning application S22/0133 went to Full Committee. At present there is no further news and Cllr Trotter will contact the clerk as to any further developments.

22114.To discuss London Bridge. It was resolved for the clerk to have delegation to carry out the approved steps.

Application: S22/0133 – Byre Cottage, Oasby, NG32 3NA

Heydour with Aisby and Oasby Parish Council held a Parish Council meeting on Tuesday 26th July to consider the above application’s amended plans and Heritage Impact Statement. The Council would like to comment as below:

It is noted that a Heritage Impact Assessment has now been revised but it still falls substantially short of the level required for the application. It can immediately be seen that the photographs being used to say the development would not impact the historic street scene and the character/ appearance of Oasby Conservation Area are of trees at the height of full summer growth and it does not consider the views once the leaves have fallen. 

The footprint of the development is doubling in size with a two-storey extension, to the front, and an integral garage. This will completely alter the character of the dwelling, and this will impact on the verdant open feel of the street scene.  The integral garage is out of keeping with the area, though Heydour Parish Council do acknowledge the improvement of the new wooden double doors.

The previous application S01/0122 was refused in 2001 for a bungalow, due to the impact of the character of the Conservation Area and then again in 2021, S21/1270 due to the proximity of the trees to the proposal and that “pressure may come from future occupiers to prune or remove the trees due to leaf litter and shade.” This application is for a larger build. 

It was brought to the attention of the Council that the Local Tree Officer was not available and that another qualified Tree Officer, not from the local area, was asked for the report regarding the Root Protection Area. In his report he does not mention that they are in a Conservation Area and that the trees are covered by Conservation Area Legislation due to their diameter.

Considering the amended plans of the development the Parish Council still wish their previous comments to be noted
