Draft Minutes of The Annual Parish Meeting for the Electors of Heydour with Aisby and Oasby Parish.
Held on Tuesday 10th May 2022 at 6.30pm in Heydour Parish Hall
In Attendance: Cllr Peace (Chair), the Clerk and 10 members of the public, one being D. Cllr Trotter.
APM2201. Welcome & Apologies. Cllr Peace welcomed everyone to the meeting
APM2202. To approve the draft minutes of the Annual Parish Meeting on the 17th May 2021. It was Resolved to accept the draft minutes of the Annual Parish Meeting on the 17th May 2021 and for the Chair to sign.
APM2203. Chair’s Annual Report. Cllr Peace gave his Annual Report. (Copy attached below).
APM2204. Matters raised by Parish Residents – Open Forum. A member of public raised concerns regarding the speed of delivery vehicles as they enter Oasby. It was discussed as to what the Parish Council could and could not do. It was resolved for the Clerk to try and rearrange for Speed (Archer) Surveys along Mill Lane and Ancaster Lane. It had been tried to arrange surveys before Covid by the previous clerk.
They also enquired about the placing of street names on the streets of the villages to help with deliveries. It was explained that the house numbers were given by Culverthorpe Estate several years ago and are still in use today. In today’s world the numbering may not follow an expected pattern and the village has grown. Residents are encouraged to add either ‘What 3 Words’ or directions to any orders that they place. Maps are also available in the bus shelters showing the location of the houses for that village. It was resolved for the clerk to contact SKDC to gain more information.

Chair's Annual Report
It is with pleasure and a little relief that I present to you Heydour parish's 2021/2 report. Relief because with the seeming decline in the rate of Covid - 19 infections, restrictions have been eased and we can socialise with a reduced risk of infection. In May 2021 the government cancelled the emergency regulations that allowed councils to meet on Zoom and TEAMS. So we now meet in the main hall at Aisby. All residents are welcome to attend. Dates are posted on our website. It has been a busy year again for planning applications and councillors have attended several extra meetings to meet SKDC deadlines. The parish council are consulted about applications in a similar way to individual residents. So if residents feel that they have not been consulted about an application near to them, they should contact SKDC Planning Dept.
The PC have again given grants to local organisations such as Millennium Green and the church. Income has also been obtained from lottery grants to assist with the costs of the Platinum Jubilee on Sunday 5 June. Members of the PC are helping with those arrangements. The accounts are on public view on our website but for those who do not access the internet, it is possible to receive a copy by contacting the clerk. This year the council spent a little over £1000 more that it received. So our reserves have reduced by that amount and the council are comfortable with that. We started this financial year with around £12,000 to work with. We do not expect any rise in our precept which is £5000 collected when the council tax is paid.
Although it seems slow, Anglian Water is continuing work on researching and planning a new sewer system for Aisby. We have been informed that subject to continued approval of the project, completion should be around 2027.
I would like to record my thanks to anyone who has helped the council during the past year and our councillors for their work. In 12 months time there will be elections here and it is possible that a parish council vacancy will occur. If any resident has an interest in joining us that would be welcomed. Also, if any resident wishes to be included on the PC mailing list please let the clerk know.

Notes from the Open Public Meeting, for Electors in the Parish, held on Monday 15th August 2022.
In attendance: Cllr Peace, 2 attendees from SKDC and Clerk Boden.
A discussion was held regarding the names of the streets in Heydour, Aisby and Oasby being ‘unofficial’ and therefore not being able to produce road signs for the villages.
SKDC contributed that sometimes the postcodes of the houses, on some roads, were split around the village and did not follow a pattern.
