Clerks Notes of HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING
Tuesday 9th February 2021 via Zoom at 6pm.

Public Forum:
Cllr Peace asked if any members of the public would like to discuss anything not Agend'd.  PennyC mentioned that she had sent through an update from her communications with MP Gareth Davies regarding the flooding affecting Holly cottage and Lime cottage, Oasby.
 
Concern was raised about water freezing on the hill at Heydour and the dangers this caused.  Fix my Street have been notified of concerns.
 
Issues around the flooding and drainage situation within the parish have been notified to LCC and it was acknowledged that ownership of drainage continued to be difficult to determine and so rectify.
 
Discussion took place around the lake(s) and Cllr Peace accepts there is a problem here.  The Parish Council agreed to write to the current tenants at  The Priory.  Cllr Peace to send contact details to parish clerk.
NB. This property currently unoccupied and in the process of being sold.

4. Updates from County and District Councillors
 
None received – Cllr Hill joined the meeting and gave an update later.
 
Cllr Kennedy reported that she would like to talk with Cllr Trotter regarding some scrambling activity in Nightingale Wood, and possible effects on residents particularly in Aisby.  Parish Clerk to email with Cllr Trotter.

6. Clerks Update
 
Parish Clerk/RFO gave update on the financial position of the parish council accounts – the current balance stands at:  £7,588.12

7. Parish Council work plan/diary
 
Parish clerk has produced a work plan (circulated) covering the primary activities of the council throughout the year.  Clerk agreed to circulate with each Agenda prior to meetings

8. Annual  Parish Meeting – May 2021
 
It was agreed that both the Annual Parish meeting and the Annual Parish Council meeting would take place in 2021 (cancelled in 2020 due to COVID-19).  The meetings would take place via Zoom as it was likely that restrictions would still be in place that that time.   If you would like to attend please contact the Clerk at: Heydour.clerk@outlook.com  
The date/time for the meeting will be Tuesday 18th  May 2021.  6pm.

9. South Kesteven District Council:
 
• Draft Design Guidelines for Rutland and South Kesteven (SPD) – public consultation 
• Draft statement of community involvement – public consultation Councillors to read consultation documents and this to be Agenda item at next meeting
10. Parish Council website update
 
Parish clerk gave an update on developments this month on the new website – mainly that council policies have now been uploaded, clerk has also uploaded information about bad weather etc in Latest News. Clerk to give update at each meeting  https://heydour-aisby-oasby.parish.lincolnshire.gov.uk/

11. Next-door App and website
Discussion took place about the possible use of the 'Next-door' App which is available.  It was noted that the App covered a wide area – various options were considered including alerts via different websites.  It was noted that the website at: www.inyourarea.co.uk  does allow a narrowing of searches.
 
In addition, the clerk reported that the alert facility previously available on the parish council website is currently unavailable on the new website.    Clerk has followed this up with LCC and this facility will be available in the future.
Parish Clerk was asked to make enquiries with the person who carried out initial works on the website to see if there is any facility that can be incorporated.

12. Speed cameras/signage
 
Cllr Neville gave an update of her enquiries regarding costs and arrangements for installing speed notification signage. Cllr Hill (LCC) said that the first point of contact should be the Lincolnshire Road Safety Partnership.
It was accepted that the 'Top Road' was possibly the only place that signage would be most effective.
It was agreed that a traffic survey would be requested after lockdown restrictions had been lifted.
 
Clerk to enquire from local parish councils regarding their experiences.

14. Play equipment inspection and repairs
 
Cllr Kennedy has reviewed the condition of the play park.

Cllr Martin Hill update – Cllr Hill reported that COVID rates appeared to be static at the moment.  Cllr Hill highlighted the risks of workplace transmission and urged caution and for people to adhere to the rules of lockdown.   It was reported that vaccination programme was being rolled out across the county and that people had the choice of either using the GP led service or the national service to get the vaccine.
The Prime Minister is to set out his pathway for recovery on 22nd February with the likelihood of schools re-opening on or around 8th March.
 
Cllr Hill reported that the annual budget for 2021/22 has now been set with council tax being set at 2%.
 
£10million has been allocated for repairs for local highways (minor roads)
£12million has been allocated for support grants of up to £10,000 for small businesses impacted by COVID-19
 
Cllr Hill reported that with regard to drainage/potential flooding locally; progress has been made on site in Heydour, and that the area and inspection chamber was now clear.  It was mentioned that water was still bubbling out in times of heavy rain particularly.  In addition it was also noted that water was still draining off areas from the Millennium Green.  Cllr Hill agreed to discuss with the committee.
 
Cllr Hill had also been in discussion with residents regarding drainage issues adjacent to North Barn in Aisby – some inspection works have been carried out and that this is work in progress.  
Parish Councillors expressed their thanks to Cllr Hill for his actions
 
Council decided there was no necessity for a closed session

Parish Clerk suggested that dates be set for future meetings and the following dates were agreed – these to be published on the website and notice boards:
