Clerks Notes of HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING

Tuesday 9th March 2021 via Zoom at 6pm.

 

In attendance: Cllrs Peace, Ballaam, Taylor, Turner, Kennedy, Neville

Present: Parish Clerk, 3 members of the public, including PennyC, Cllr Martin Hill (LCC)

Public Forum:

PennyC raised the recent planning application S21/0340 which will be discussed later as an Agenda item, and asked why the application for build seemed to be nearer to the pathway.  Cllr Taylor commented that he had reviewed the plans and that in his opinion they had been in an attempt to make the build squarer.  Cllr Neville requested that we ask about the footpath and get reassurance that the footpaths officer was ok with the application.

  1. Updates from County and District Councillors

Cllr Hill (LCC) update – The drainage/flooding issue at Aisby has not quite been cured but is better, Cllr Hill has requested that officers revisit the site.

Cllr Hill reported that the precept has been set for the year 21/22 with a 2% increase.  There has been a £12million allocation for road repair to smaller roads in the county, plus a £12million support package for businesses affected by COVID19.

The vaccination programme in Lincolnshire appears to be going well

Cllr Kennedy reported that there was a blocked drain adjacent to the Cemetery gates and Cllr Hill replied that this would either the land owner’s responsibility or that of Anglian Water

In addition, King Street surface seems to be deteriorating – Cllr Hill agreed to investigate

Cllr Sarah Trotter (SKDC) update – Cllr Trotter raised the issue of motorbikes and racing across land in Dembleby and Ropsley, Cllr Kennedy reported that there had been some activity in Nightingale Wood and Cllr Trotter reported that this activity was not allowed, as it presents a noise and health and safety issue.  Cllr Kennedy and Neville had concerns about the deterioration of footpaths due to activity and Cllr Neville agreed to send photos as evidence.

Cllr Trotter reported that there was no further news about the planning application at Cold Harbour due to current restrictions in place.

6. Clerks Update

a. Finance update – Clerk reported that the current balance of the Parish Council account was £7,250.34, this taking into account the cheques (below) issued.  Payments approved.

In addition, o the above the Dog Poo bins have now been purchased and reimbursement to be made to the Clerk for £225.18

b. Correspondence

i. Joy King – Meliora's Charity – the Parish Council had received a request for the Charity for representation.  Cllr Taylor is a co-opted member of the Charity and noted that ideally this should be in addition to his role.

 

ii. Graeme Hempsall – SKDC re Sand Bags - an offer has been made via Cllr Moseley at SKDC regarding provision of sand and bags. Following discussion, it was decided not to take up this offer as there were issues around appropriate storage and disposal.

Information and invoices have been received from LALC regarding their annual membership and training schemes.  Following discussion, it was agreed that these should be paid

Cllr Peace reported that he had spoken with Norman Hatcliff who had agreed to circulate information about the Annual meetings nearer to the time

Parish Clerk reported that she had been in contact with the newly appointed Safer Streets Officer for South Kesteven, who has agreed to be a guest speaker at the meeting

No further comments from the parish councillors – the consultations were noted.

15. Ward member grant

Cllr Trotter reported that she would have a Cllr grant available in 2021/22 but a total of £500 was available across the area.  Parish Council to advise if there was any requirement
