Notes from meeting Tuesday 14th September 2021

Public Forum:

A member of the public commented on the planning application at Agenda Item 5 (1) reporting that they had sent objections to SKDC and had yet to receive a response. M It was noted that the temporary TPO applies to the whole site.  Works have stopped.  This will be discussed further within the meeting

Approval of Clerks Notes – Tuesday 20th July

Cllr Peace reported that he had received a letter of resignation from our Clerk – Wendy Moore and that the Council would be sad to see her leave but do understand the reasons.  Wendy will be with us up to and including the Parish Council meeting on 2nd November 2021.

Updates from County and District Councillors

 

Cllr Peace suggested that at the end of each meeting we compile a list for each of the District and County Councillors to forward after the meeting to ensure items are not being lost – Council felt this was a good idea.

Cllr Hill reported that he is awaiting news of the problem of sewerage at the lower end of Aisby and that there is some discussion around who is at fault.  Cllr Hill stated that the district council may take action in the future.  Cllr Hill undertook to check that the contractor (Ajet) has this work scheduled and to inform PC of a start date

 

Coronavirus – Cllr Hill reported that there had been an announcement today from HM Govt regarding the booster jabs for over 50’s which are due to commence next week. 

 

Cllr Hill mention possible shortfalls in funding in Social Care and hoped that further cuts would not be made.

 

Cllr Hill reported a shortage of bus drivers and the impact this is having on school transport.

 

Cllr Kennedy remarked about the condition of the road surface along King Street leading to the A52.  Cllr Hill said that repairs had been made and that the build up of gravel could be reported on Fix my Street

 

Cllr Turner reported that fly tipping is still a problem locally.  Cllr Hill said it was unlikely to have been as a result of the change in Household Waste Recycling Centre admissions

 

Speed limits were discussed and Cllr Hill suggested that we apply for aan Archers Test for along Mill Lane and Ancaster Lane

Planning Matters

 

 

S21/1175 - Cllr Peace reported that the Council were encouraged and supported the TPO which is now in place as this will ensure that more consideration can take place.  Council agreed that they should write to SKDC to this effect

 

 

S21/1455 – The Parish Clerk had been in touch with the Planning Officer who had said that there was a meeting scheduled for Wednesday 15th to discuss this application and that the Council understood that the application was on hold pending reports from Highways.  It was agreed that the Parish Clerk would contact the Officer as a matter of urgency to report comments

Parish Clerk to contact SKDC to report the support of the TPO

 

Parish Clerk to make contact with Officer at SKDC to raise concern about the business/private status and also the objection raised from LCC Highways.

Clerks update

 

The Clerk gave an update reporting that all correspondence had been circulated.  One e mail received today stating that there would be an on line event at: www.anglainwater,co.uk/spa which is open until 20th September and that this would be placed on the website and forwarded to all Councillors

Parish Council work plan/diary

 

The Parish Council work plan was reviewed and it was agreed that the most up to date version be placed on the website

Parish Council website

 

The Parish Clerk requested that people send her pictures from around the Parish to include in a new ‘Gallery section.  Cllr Peace had sent the Clerk pictures to be placed on the website in the Gallery section.

 

It was agreed that the Parish Clerk would ask LCC again about a counting tool for the website and also a notification provision

S101a – Aisby Sewer progress

 

Cllr Peace reported that the Parish Council had applied for a new sewer.  This work would take a number of years to progress and that a flow tests would be carried out as the next step.

Two Sycamore Trees, one Horse Chestnut and a Cherry tree

 

It was that two Sycamore Trees reported that they need trimming to remove dead branches.  Trees at Mill Lane, Oasby

 

It was agreed that the one Horse Chestnut tree also needs branches removing

 

Cllr Neville agreed to go onto Fix my Street to request action

 

One Cherry Tree – Cllr Peace agreed to arrange for works to be carried out.  Council agreed a cost of £75.00

Signage/decoration to village entrances

Discussion took place about the suggestion of installing ‘gates’ to the entrance of the villages.  Cllr Peace and Turner reported that the cost would be in the region of £5000 and that this was prohibitive.

Cllr Neville said that they do not all need doing at the same time and that it could be a gradual installation.  In addition, Cllrs felt that this should be a parishioner led decision and that a possibility of a questionnaire was discussed and possibly a discussion at the Annual Meeting next May.  This could also tie in with the results of the speed survey discussed at item 13

Water pump Oasby

 

Parish Clerk reported that she had contacted D Brooks and requested works to be carried out

Water Main Oasby – Risk assessment

 

The proposed new North/South water main to be installed by Anglian Water crosses Oasby Beck just north of the village. PC are awaiting results of a risk assessment on the effects on Oasby of a burst main where the new main meets the beck

Clerk to check previous correspondence and chase Anglian Water for details of the risk assessment.

Play equipment – Aisby – reporting/training

The Parish Clerk reported hat the annual inspection report had now been received from PlaySafety and that she would compile a list of works and ask specialist contractors to quote for the work

Verge cutting – Mill Lane and generally

 

Cllrs were very happy with the works carried out and agreed for Cllr Turner to make contact with James Pask and ask him to continue.  Cllr Turner would also forward maps of works required.

Window Cleaning at Bus stops

Parish Clerk had arranged for the window cleaners to carry out works three times each year at a cost of £40.00 each time.  Agreed by all.  First clean will take place within two weeks
