Notes from meeting Tuesday 20th July 2021

Public Forum:

A member of the public raised concerns about the proposed development on Nightingale Lane – he had already submitted objections to SKDC; the application stated that no trees would be felled, but the individual had spoken to the builder who said that several trees were due to be felled.  The Officer at SKDC had issued a TPO which would last for six months and until a survey could be completed.  It was commented that if the trees were in place there would be some privacy, but not so much if they were felled.

Cllr Peace asked if the individual had received notice of the TPO and the answer was yes.  Copy of objections to be provided to the Clerk.

It was noted that the planning documents have change dover three weeks and have now been updated.

Cllr Peace suggested that the Parish Council look again at the documents and form comment.

 

Relating to Agenda item 15.  The owner of the property asked for more information about the discussion – Cllr Peace said that some concern had been raised about the height of the fence at the property.  The Parish Council are unable to say who had raised the concern.  However, the Parish Council do not have any power of enforcement.

The owner of the property stated that the height of the fence did not exceed the restrictions and that the previous conifers were over 10ft tall prior to them being replaced by the wall and fence.  The owner stated that SKDC had said that no application was needed, and that once finished the fence would be painted brown.

The Clerk gave an update regarding correspondence received about funding that may be available for people affected by flooding – information to be put onto the website

Parish Council work plan/diary

 

The Parish Council work plan was reviewed and it was agreed that the most up to date version be placed on the website

Cllr Peace had sent the Clerk numerous pictures to be placed on the website in the Gallery section.

 

It was agreed that the Parish Clerk would ask LCC again about a counting tool for the website and also a notification provision

Speed limits

 

Cllr Peace reported that the Parish Council do occasionally receive comment about speeding within the Parish, particularly along Mill Lane.  Residents and the Parish Council suspect there may be speeding happening and the Council have asked for testing to be carried out by LCC Highways and Cllr Hill has said that he will again look at reducing the speed limit to 30mph.  It was noted that the outcome could depend on the result of the speed check.  Signage for horse riders and pedestrians were suggested and it was agreed to look into what powers the Council had to put signs on the highway.

Water Main – Oasby – Risk Assessment

 

Cllr Peace stated that we had been promised a Risk Assessment for the new water main, and that this had not yet occurred.

Melliora’s Charity update

 

Mike Sparkes introduced himself to the Council and stated that the next meeting – his first – is being held on 9th September – he would be giving a report at the next Council meeting

Water pump - Aisby

 

The water pump has been renovated and now looks extremely good.  Following discussion, it was agreed to ask Dean to complete works to the Oasby pump as per his quote.

Play equipment repairs – quote received

 

A quote has been received for works to the play equipment – following discussion it was agreed to proceed.

Mill Lane Fence

Verge cutting – Mill Lane, and generally.  Quote received

 

BDG are now not able to cut the verges.  The Parish Council have received a quote from James Pask – via Cllr Turner and following discussion, it was decided that the quote was accepted.  Cllr Turner to make contact with James Pask

Drain - Lower Aisby

 

It was noted that SKDC Environmental Health Dept suggest that there may be a well and are going to carry out investigations.  No further detail at this time

SKDC Big Clean

 

The SKDC Big Clean team would be visiting in the first week in August – it was noted that some work had already been completed.
