Minutes from meeting Tuesday 2 November 2021.


Councillors present: Cllrs. Ballaam, Kennedy, Neville, Peace, Taylor  and  Turner.
In attendance: Parish Clerks Boden and Moore. One member of the public.

Sarah Trotter's apologies for absence were accepted

NEW CLERK: 
A warm welcome was given to the new clerk Rowena Boden and thanks and gifts to the leaving clerk Wendy Moore.

Clerk’s notes were accepted. Propsed - Ballaam, Seconded -Taylor

UPDATES FROM COUNTY AND DISTRICT COUNCILLORS.
None present

PLANNING MATTERS.

  • S21/11163 – A comment has been submitted to SKDC on the 15 October. Awaiting decision by SKDC.
  • T21/0013/TPPC1 – The Ash Tree has already been felled. The TPO is for the Sycamore Tree that is on neighbouring land and not on the application site.
  • S21/2062  - No comment
  • S21/1175 – Approved 13 October
  • S21/1455 – Approved 20 September

CLERKS UPDATE:
The handover between the clerk's has gone smoothly with them meeting on zoom. Access to the necessary files and information has been finalised. There is just the banking to complete. It was suggested that some of the files, not used by leaving clerk, be put into the Archives. WM to finalise banking mandates. RB to place files in archives.

PARISH WORK PLAN.

The Parish Council work plan updated. Clerk to upload to website.The old sycamores, on the green, do need inspecting this year due to the fungal disease. Clerk to arrange inspection.

PARISH COUNCIL WEBSITE
Update to counter and notifications.Carry forward to next meeting.

WATER MAIN OASBY- RISK ASSESSMENT.
Anglian Water needs to be contacted regarding the Risk Assessment for the new water main running from Lincoln to Peterbrough. Clerk to chase.

QUEEN'S JUBILEE JUNE 2022.
It was decided that the Parish Council  should purchase a tree for each of the villages along with a plaque.Clerk to produce costings.
It was also discussed about working together with the Village Hall and Millenium Green to put on a successful event for the village.Cllr Neville to discuss with organisations.

ONE SYCAMORE AND TWO HORSE CHESTNUT TREES
A report back from Fix my Street had stated that the horse chestnuts were on private land. Cllr Peace to look on land registery
The dead branches are a worry as winter approaches but the council should not touch them yet until ownership is proven.Clerk to report again if no success.

CHERRY TREE
Works to be carried out as agreed at previous meeting.

HOLES AND DAMAGE TO ROADWAY TO KING'S STREET.
An update from Fix my Street is that the excess gravel will be removed.

SPEED LIMITS/ GATES TO VILLAGE. 
The gentleman that carried out the speed checks has retired and LCC are recruiting. Once everything is up and running LCC will contact the council. Item for Agenda in January.

MELIORA'S CHARITY
Nothing to report at this meeting

VERGE CUTTING- MILL LANE.
Cllr Turner had had an email from James Pask stating that he does not have the equipment needed.

ROAD SIGNAGE – ANCASTER LANE, OASBY.
Cllr Peace has already contacted the resident that raised the issue.

PLAY EQUIPMENT – AISBY.
Suggested quotes.Quotes were discussed and the council  agreed for EKM Ltd to be contacted to carry out the work. Cost £150 + VAT
Person Responsible. The new clerk is already playground trained and will become the resposible person.Clerk to carry out appropriate checks

The Council to decide if they are to move to a closed session to discuss other matters
