CLERKS NOTES OF HEYDOUR WITH AISBY AND OASBY PARSH COUNCIL MEETING

TUESDAY 8TH DECEMBER 2020 6pm. Via ZOOM

Clerk's notes approved as minutes of the meeting held on 27 October 2020.Proposed – Cllr Ballaam, seconded – Cllr Kennedy.

  1. Updates from district and county councillors

Cllr Martin Hill reported that with regard to COVID19, the first vaccine has been given today.  It was anticipated that second vaccines will be delivered through GP surgeries.

Cllr Hill reported that repair works were due to start next week on the defective drain outside North Barn/Goose Barn Aisby.

It was noted that Anglian Water and South Kesteven District Council were involved in the second defect outside Stoneycroft Aisby with which Cllr Trotter of SKDC is assisting.

Cllr Peace thanked Cllr Hill for his input.

PR discussed with Cllr Hill about the historical knowledge of the system and Cllr Hill confirmed that LCC would not have any historical knowledge.PR suggested that LCC would need an understanding of where the water should go.

Urgent Agenda Item – GDPR and regulations

Cllr Peace informed the meeting that he had made an error and had circulated the recent parish newsletter to contacts without withholding email addresses i.e. not bcc. Cllr Peace offered his apologies for this action to the council and to all concerned.

The Information Commissioners Office provides information about such data breaches and in this instance no further action is required.

The parish council have now developed a register of data breaches and an accompanying policy.

 

  1. Planning matters:
  • S20/1406 – extension to High Meadow, Oasby – decision notice – planning approved.  (Later confirmed the parish council did submit representation on this planning application with particular regard to drainage matters.)
  • S20/1965 – agricultural barn, Wildwood, Nightingale Lane, Aisby – decision notice of prior approval.

  • Half yearly accounts update

The parish clerk presented a half year update on the budget, itemising all expenditure and income

  • Draft budget for 21/22

The parish clerk presented a draft budget for the financial year 2021/22 and it was agreed to addthis item to the agenda for the next meeting for discussion and approval

  • Correspondence received
    • From resident regarding road safety in and around Oasby Cllr Peace has spoken with the resident who has concerns about worsening speeding of vehicles.  Cllr Kennedy also stated that she had noticed an increase in speeds.  Discussion took place regarding any potential difference if the road were 30mph.  Cllr Peace suggested that the resident be supplied with 30mph wheelie bin stickers, and the issue of lack of footpaths warnings on Mill Lane would be raised with highways.

In addition, discussion took place around speed cameras and the use of volunteers to prevent speeding.Cllr Neville agreed to investigate further and this to be an agenda item at the next meeting.The parish council had investigated this previously and had not progressed due to the costs required.

  • Letter from Environment SK regarding grass cutting

The parish clerk had received a letter regarding the services provided by Environment SK and that they would like to be considered for any future works around the parish.It was acknowledged that our current provider and contract would be discussed in 2021

  • Correspondence received re Beet lorry and saplings on Duffins wall

Following discussion at the last meeting it was acknowledged that PennyC had sent a photograph to the parish council and it had been noted that lorries in question were situated by the crossroads/entrance to Oasby Mill between Oasby and Welby.It was also noted that the parish council had reported this to the PCSO and that future action should include a telephone call to the owner of the field, and an awareness of a possible repeat at or before harvest time in 2021.

Duffins Wall saplings – following discussion at the previous parish council meeting, it was noted that the responsibility of the maintenance of the wall is that of the owner.Cllr Neville will discuss with the wall owner

  • Correspondence regarding Aisby sewer

Correspondence has been received by the parish clerk regarding the collapsed Aisby sewer – the resident has corresponded with adjacent residents and also LCC and South Kesteven District Council.Cllr Peace has been in contact with SKDC who are yet to determine ownership and determine responsibility for repairs.It was agreed that the parish council supported the resident's actions and this is to be confirmed by the clerk.

 

Additional correspondence from resident regarding Anglian Water's plans for the Lincoln to Grantham pipeline. It was suggested and agreed to discuss in more detail at the next meeting of the parish council.Cllr Peace has emailed Anglian Water and awaits a response.

Cllr Taylor reported that the Committee had carried out as much work and has gone as far as possible.The maps and other information will be published on the new website once this is up and running.

It was agreed that the Committee be disbanded.

It was noted that following discussion and agreement, information will be forwarded.

The Vexatious Behaviour Policy will be reviewed at the next meeting

 

Cllr Kennedy raised the matter of SKDC ward grants and it was agreed this be an agenda item at the next meeting.

The parish Clerk confirmed that grants were available from LCC and the Lincolnshire Community Foundation for community support and food related activity.This funding is via Defra and will be available until March 2021.

  1. Request for donations
  • Heydour parish village hall – a request for a donation for the Parish Village Hall had been received.  The funding would allow some allowed activities to be resumed subject to current restrictions.  Cllr Kennedy asked if the Hall had received a grant at the start of the pandemic from InvestSK.  This was received.

The sum of £400 donation was agreed.Proposed by Cllr Ballaam, seconded by Cllr Turner.

  • St Michael and All Angels church - a request for a donation for the church had been received.  The funding would contribute towards the installation of a roof alarm.  The sum of £754 was agreed.  Proposed by Cllr Turner, seconded by Cllr Taylor.

 

  1. ROSPA Play inspection report 2020
  • Review of proposed list of actions – a list of actions highlighted in the report had been circulated.  Cllr Kennedy will review the actions and report to the parish clerk.  It is intended that the works be carried out in spring 2021.
  • Regular inspection – Cllr Kennedy has carried out the monthly inspection of the play equipment.  Cllr Kennedy will attend training for inspection of playgrounds once this has been reinstated.

Cllr Peace reported that the old websites hosted by LCC will be turned off on or before 31 December 2020.Cllr Peace has obtained quotes for the transfer of information from the old website to our new website and proposed that the council approve the quote for £250.00

  1. Water pumps update

Following recent discussion,it had been agreed that a second quote be obtained for the refurbishment of the pump at Aisby – his to be an agenda item at the next meeting

  1. Review telephone box expenditure to date

The parish clerk had previously circulated the summary of expenditure of the refurbishment of the telephone box.Cllr Ballaam has volunteered to carry out works to the additional box as required

 

  1. Update – trees:
  • Sycamore trees – parish clerk informed that the planning application has been submitted to SKDC to carry out works as discussed previously
  • Hawthorn bushes – works will be commissioned once  planning has been approved (above) to enable all works to be carried out simultaneously

Informal discussion took place regarding the recent announcement from central Government about Tiers.  Lincolnshire has been put into a Tier including all district areas.  It was felt that this could be interpreted as unfair as the numbers of cases were very different across the county, particularly in South Holland and South Kesteven.  Cllr Hill reported that the decision was challenged to no avail.  A further review will take place on 16th December 2020.

Vaccinations for COVID19 are currently being rolled out across the county with Lincol being one of the first in the country to have access.
