HEYDOUR with AISBY and OASBY PARISH COUNCIL 
Parish Council meeting.  Monday 4th May 2020
Clerks notes of meeting via Zoom, Monday 04 May 1900 hrs
Present:  Cllrs Richard Peace, Jason Taylor, Sarah Neville, Lee Ballaam, Nick Turner, Pippa Kennedy.  Cllr Sarah Trotter – South Kesteven District Council.
In attendance: Parish Clerk.  Members of the public: 2
Cllr Richard Peace opened the meeting and welcomed everyone in attendance (via ZOOM).  
1.    Emergency resolutions (circulated)
Cllr Peace presented the emergency resolutions to enable the council to continue with duties whilst the country is in lockdown. 
Resolutions agreed as follows:
•    R.1. – Proposed by Cllr Turner, seconded by Cllr Kennedy
•    R.2. – Proposed by Cllr Neville, seconded by Cllr Ballaam
•    R.3. – proposed by Cllr Kennedy, seconded by Cllr Turner
•    R.4. – proposed by Cllr Turner, seconded by Cllr Ballaam
Cllr Peace informed council that the resolutions would come into force for a period of no less than 4 months from today's date (4th May 2020) proposed by Cllr Ballaam, seconded by Cllr Neville.
2.    Suspended resolutions 
Resolutions to be suspended in accordance with recent regulations include elections for Chair and Vice Chair, which will be postponed until 2021, and Annual Parish Meeting, which will be held as soon as practicable.

PUBLIC FORUM

A member of the public who had joined the meeting had sent a letter to the parish council regarding grassland and clearance activity which had taken place recently.  The member of the public was under the impression that this activity had been led by the council.  It had not.  Following detailed discussion, the member of the public offered support along with support from the Lincolnshire Wildlife Trust (LWT).  It was agreed that the parishioner would discuss with LWT and arrange a site visit, it was requested that all correspondence be copied into the Clerk.

Cllr Trotter (SKDC) confirmed that a recent grant had been paid to the council of £170.00.  This funding would be to purchase a litter bin for the parish.  
Cllr Trotter informed council that the grant would be available again this current financial year 2020/21

4.    Apologies for Absence

5.    Approval of Clerks Notes – Tuesday 10th March 2020 (circulated)
Proposed by Cllr Kennedy, seconded by Cllr Neville

6.    Coronavirus/COVID19 update and activity of the Parish Council 
Cllr Peace advised council that currently we have links to the Lincolnshire Resilience Forum and Emergency Cell via the Clerk; information is circulated round council regularly.
Information including emergency telephone numbers and links have been posted on the council website http://parishes.lincolnshire.gov.uk/HeydourwithAisbyandOasby
Cllr Peace and members of the community are working closely supporting individuals in need in the community
Council would encourage parishioners to sign up for alerts on the website to ensure current and accurate information is obtained.

7.    Updates from County and District Councillors
Cllr Trotter (SKDC) had intended to attend a walkabout of the parish with representatives from LCC Highways; however this was postponed due to lockdown.  Cllr Trotter intends to revisit this in the future when restrictions are lifted.
Concerns were raised by Cllrs Kennedy and Taylor about specific roads and Cllr Trotter agreed to discuss with Cllr Martin Hill (LCC)

8.    Correspondence received – letters received regarding clearance of village areas
Discussed above

9.    Mill Lane verges
Discussed above, in addition it was noted that LCC were in the process of carrying out the first cut of the year – cutting I meter in from roadsides.

10.    Finance report – end of year 2019/20:
•    Changes in reporting advice and guidance – correspondence had been received from LALC and NALC regarding changes in reporting requirements whilst in the current situation.  This includes the removal of the requirement to hold an Annual Parish Council meeting during May 2020, the Chair and Vice Chair remaining in place until May 2021.  In addition the revised date for submission of accounts extended until 30th November 2020, with AGAR being submitted by 31 July 2020. 
•    Appointment of external auditor – Parish Clerk to enquire with Mrs Carol Hatcliff about internal audit requirements.  A payment of £75.00 was agreed.

12.    Planning matters: 
•    PL/0040/20 – DEVELOPMENT – Northerly and easterly quarry extension. Ancaster Quarry, Heydour. Comments by 20th May 2020 – Council agreed that there were no objections to this application
•    S20/0468 – APPLICATION for single storey extension.  Ash House Oasby. Comments by 6th May 2020 – council confirmed this was permitted development
•    S20/0371 – Lime Cottage, Oasby – reduce height of lime tree to 4 meters due to vigorous decay - ALLOWED
•    S20/0177 – DECISION GRANTED – Conversion of agricultural building to dwelling.  Mere Lane Aisby

13.    Next actions for flooding committee
Following the previous parish council meeting the forming of a sub committee was proposed and agreed.  The initial meeting of this group will be held on Monday 11th May 2020.  Agendas and notes from the subcommittee will be published on the parish website at: http://parishes.lincolnshire.gov.uk/HeydourwithAisbyandOasby 

14.    Playground inspection update
It was agreed that a fee of £68.00 be paid for the inspection of the play equipment – parish clerk to arrange

15.    Sycamore tree inspection update
Parish Clerk to arrange

16.    Village Green Lower Aisby (Previous report circulated by Cllr Peace)
Discussion took place about possible repairs to curbing and the hawthorns at the Green.
The following points were agreed:
•    That advice be sought from LCC Highways
•    That approximate costings be obtained by the Clerk for works. Cllr Peace to forward details to Clerk
•    That consultation/engagement would take place with parishioners prior to any works being carried out.  
17.    Phone box update
Cllr Peace reported that works had been carried out on renovating the phone box and a new concrete base had been constructed.
The box at Oasby to be an Agenda item at the next meeting.

Thanks from the parish to Simon for 'hosting' the box whilst works were being carried out.

18.    Bus stops update
Cllr Peace reported that the bus stops were going to be repainted and repaired

19.    Benches update
Works to repair and renovate will be carried out now the weather has improved

20.    Date, format and time of next meeting
The next meeting will be held via Zoom at 6pm on 8th June 2020, with a further meeting on 14th July.
