HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING
MONDAY 8th JUNE,  via zoom.  6pm start
Clerks notes from Heydour with Aisby and Oasby parish council meeting.  Monday 8th June 2020.
Present: Cllrs. Peace, Taylor, Ballaam, Turner, Kennedy and Neville

1.    Declarations of Pecuniary Interest

2.    Apologies for Absence
Apologies received from Cllr Sarah Trotter – South Kesteven District Council.
3.    Approval of Clerks Notes – Monday 4th May 2020 (circulated)
Approved as a true record. 
4.    Updates from County and District Councillors
Cllr Hill gave an update regarding previous flooding in Aisby.  Cllr Hill has viewed the sites with Officers from LCC and the matter has been noted for future action.  Cllr Hill agreed to follow up with officers.  
The LCC Highways local team is due to visit the parish in January 2021 to identify and action outstanding matters.  This is likely to include signage maintenance and other matters which have been reported.   
COVID-19 – Cllr Hill acknowledged that this is a challenging time, and that some LCC services were temporarily closed but now reopening slowly.  Some LCC staff are supporting those shielded people in communities.  Cllr Hill reported that we have had relatively low rates in Lincolnshire.   Household waste centres are now reopening but people need to book a slot.  Schools are also gradually reopening.  People are requested to try to avoid public transport where possible. 
Cllr Hill reported that a weight limit restriction be investigated on King Street.   
Cllr Peace thanked Cllr Hill for being so prompt with matters relating to flooding and confirmed that Cllr Hill was aware of issues with sinking pavements in the parish.   
5.    COVID 19 update and activity of the Parish Council
The parish clerk reported that up to date information is posted on the parish council website, news and updates are circulated weekly by the parish clerk to all councillors.  The Lincolnshire Resilience Forum is moving into the Recovery phase at the end of this week and updates will be provided.  It was agreed that the LRF newsletter be posted on the PC website.  

6.    Update from Flooding and Ditches committee
Cllr Taylor gave an update on the committee who have now met twice.
Contact has been made with both IDB, and further details of flooding have been sent.  The committee are aware of the issues and meetings will be held when appropriate.  A S19 has been submitted to LCC as this was internal flooding.  Therefore investigations will take place.  
The committee are currently mapping the drainage and ditches network(s) and the next step to have walk about try to understand how it all links together. Cllr Taylor acknowledged that this this piece of work is a long process but some progress is being made.  The committee will meet prior to each council meeting to enable up to date feedback to be given.   

7.    Planning matters
a.    Decision notice 220/0609 – decision notice
b.    Decision notice S20/0608 – decision notice
c.    Planning application S20/0743 – discussion – a member of public has written to the parish council raising several concerns about the application.  These will also be raised directly with SKDC.   Drainage is a problem in this area also.  It was noted that there had been a previous application for change of use in 2017   (S17/1517) It was agreed that the parish clerk would remind SKDC of the previous application and that a request for clarification be made regarding usage of the site and the detail of the application (topping).  In     addition it was noted that there had been no planning notices for neighbouring residents to advise of the application.
d.    Planning application S20/0705 – discussion – this was a county matter and feedback had been given through that process 
8.    Finance report
a.    2019/20 accounts – Parish clerk has made contact with Mrs C Hatcliff who is happy to carry out the audit this year.  Parish clerk will ensure all documentation is delivered for audit.

9.    Clerk annual review 
Cllr Peace has carried out the annual review for the Clerk and it is agreed that a 3% increase in salary backdated to 1st April 2020 be actioned.  Cllr Kennedy proposed, Cllr Ballaam seconded.  
10.    Update on Telephone Box – work is still being carried out with the base now constructed. Arrangements have been made to move the box back.  Ideas for use to be placed on the Agenda for the next meeting  
The Bus stops have now been painted and are noticeably improved.     It was noted that Oasby phone box now has shelves.  
11.    Update on Play equipment inspection
Inspection has been booked July/Aug.  
12.    Update on sycamore trees inspection
Simpsons will inspect the trees and report back to parish clerk.  
13.    Update on lower Aisby green
Cllr Peace has sent out the specification and parish clerk will obtain quotes for work prior to the next meeting.  As the parish council owns the green, there would be no permissions to seek.  

Works to grass verges – as discussed at the previous meeting – it was agreed that, with the blessing of LWT, some tidying be done by a parishioner.  Parish Clerk to add detail to website.
