HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING
TUESDAY 22nd September 2020, via ZOOM at  6pm.

Present: Cllrs Peace, Ballaam, Taylor, Turner, Neville, Kennedy
In attendance:  Cllr Martin Hill (LCC), Cllr Sarah Trotter (SKDC) Parish Clerk
 3 members of the public – residents of Oasby attended to gain information about work being done by the Flooding and Ditches committee.  They were concerned about the increased risk of flooding behind Lime Cottage and Holly House, Oasby.  It was explained that although the PC wished to help, their powers were limited and confined to lobbying and encouraging water and local authorities to assist residents.  Privately owned ditches usually require the owners to manage the free flowing of drainage water.

4.    Updates from County and District Councillors
Cllr Hill (LCC) reported that with regard to COVID-19, a new App is due to be launched Track and Trace can be down loaded onto Smart phones to enable scanning of QR codes.  In Lincolnshire cases of COVID-19 remain low compared to the UK, but figures are rising.  LCC are providing services as usual wherever possible.  Waste tips are now open but you will need to book a slot via the LCC website at:  https://www.lincolnshire.gov.uk/clickandtip  
Locally; the flooding issues in Aisby have been viewed and will be resolved, there are no timescales at the moment.  Cllr Hill does understand that something needs to be done to rectify the issue.
A resident reported that there is a possibility of similar issues with new developments and obstructions.
Cllr Hill reported that he will visit the Parish on Thursday afternoon 
It was noted that if issues are situated on private land, then it is the owners responsibility 
Cllr Hill confirmed there are currently two issues:
1.    Public Right of Way
2.    Flooding
Cllr Peace reported that the condition of Mere Lane is Oasby is deteriorating and needs attention
Cllr Trotter (SKDC) reported that a recent planning application S19/0277 http://www.southkesteven.gov.uk/index.aspx?articleid=8170&application=s19/0277&section=documents  had been recently rejected and was about to go to appeal.  Cllr Trotter asked the council if they would submit their opinions.  It was agreed and the Clerk agreed to send out more information.

5.    Planning matters

Council supported the application in principle but had concerns about additional strain on the drainage in the area
6.    Clerks Update.  To include:

•    Budget update (6-month review of budget)
The Clerk had circulated a six month review of the annual budget and explained that because of the current situation, some expenditure is lower and some higher than expected
•    Correspondence received – the annual Play inspection report has now been received and will be placed on the Agenda for the next meeting
7.    Contact with local police community safety officer
Cllr Peace mentioned that our Community PC is still in post and it was agreed to invite him to the next meeting – Stuart Bowden
8.    Cold calling zones
Cllr Peace reported that the zones are areas that could be established to deter cold callers.  Labels and signage was available for properties
9.    Neighbourhood watch
Cllr Peace suggested that the council may wish to consider establishing an individual to take on a role of Neighbourhood Watch liaison in the parish.  Initial discussion took place around the role and it was decided to discuss further at the next meeting
10.    Update Flooding Committee
Cllr Taylor reported that a meeting of the Flooding and Ditches committee took place immediately before this meeting and following discussion it had been agreed that the work of the committee had been taken as far as practicable at this time.  The recommendation of the committee was that activity be put on hold (suspended) until such time the committee are required.  Cllr Kennedy proposed, Cllr Turner seconded.  Agreed.
Cllr Taylor confirmed that the parish council had very limited powers.  It was also noted that Cllr Hill (LCC) had agreed to visit on Thursday.  A resident requested a copy of the completed mapping. Cllr Taylor to provide once this is completed.
Cllr Kennedy and Cllr Peace both thanked the committee for their hard work.
11.    Update phone kiosk
Cllr Peace requested volunteers for the refurbishment of the telephone box at Oasby.  To be discussed at the next meeting.  Cllr Ballaam will try to locate some volunteers
12.    Update village green trees and kerbs 
The clerk reported some difficulty in obtaining quotes for the suggested works to the kerbing around the green, but will continue to investigate
Cllr Peace reported that there are two Hawthorn bushes on the green which are overgrown and require some attention – it was agreed that the clerk would discuss with Simpsons who are due to inspect the Sycamore Trees
13.    Update sycamore tree inspection – inspection due to take place within the next two weeks
