HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING
TUESDAY 14th JULY 2020, via Zoom.  6pm start
Present – Cllrs Peace, Taylor, Turner, Kennedy, Neville Ballaam, Cllr S Trotter (SKDC), 1 member of the public
1.    Declarations of Pecuniary Interest 
none received

2.    Apologies for Absence
None received

A member of the public asked if the Parish Council had any information regarding the proposed building of four houses in Oasby.  The Clerk and Chairman stated that this proposal had not come before the council to date.  The member of public agreed to email further details in order that the council can be informed.  Cllr Turner stated that in his opinion there would be two factors for consideration:
1.    The conservation area of the village including entrance requirements
2.    The possible protection of trees on site

4.    Updates from County and District Councillors
Cllr Trotter SKDC mentioned the planning application S20/0749.  It was noted that the applicant had already received permission to convert the barn, and now is applying for a new build as barn is considered unsuitable.  Following discussion, it was agreed that the following feedback be forwarded to SKDC:

The parish council have read the design and access statement for the application and what it seems to imply is that if permission for the house is not granted the barn conversion is likely to be built.

We commend the council for their previous decision on this application, and suggest that the new proposal is completely not in keeping, against planning policy and would change the traditional look of that part of the village


5.    COVID 19 update and activity of the Parish Council 
The Lincolnshire Resilience Forum has now moved to the Recovery phase and are now looking at how the Forum can support and engage communities moving forward particularly those who are identified as vulnerable who are shielding until 31st July.
Local support for vulnerable people remains in place.

6.    Update from Flooding and Ditches committee
Cllr Taylor gave an update from the committee.  A meeting was held two weeks ago and as lockdown restrictions are now lifting a site meeting was held yesterday.  The meeting was productive.  The committee are in agreement that arrangements in Oasby and Heydour seem adequate at the moment.

The committee need to gain a more in depth understanding of the situation in Aisby however.   The site meeting and walkabout were worthwhile and identified a number of questions regarding ditches and dykes.   
It was noted that there remains a collapsed drains outside Aisby House and suggest this will be sorted by Anglian Water
The committee are still working up the plan of ditches and dykes.  
It was recognised that the committee can only gather information to a certain point 
Cllr Taylor reported that he continues to try to arrange meeting with the 2 drainage boards 

7.    Planning matters
S20/0749 – single dwelling at Mere Lane Aisby – discussed as above
Cllr Taylor suggested that drainage should be considered in all future planning applications

8.    Finance report

The parish clerk will be circulating the six month review of finances for discussion the next meeting in September.  

9.    Update on Telephone Box – labour and materials have been paid (Brooks) as above –It was noted that a willing volunteer has been carrying out works on the Aisby phone box (rubbing down etc).  The Parish Council have received encouraging comments about the box.  

10.    Update on Play equipment inspection – the inspection has been booked and will take place during Aug/Sept 2020


11.    Update on sycamore trees inspection – nothing further heard – awaiting report from inspection.  Parish clerk agreed to chase up

12.    Update on lower Aisby green – Parish Clerk has sent the specification to one company so far – they will contact Cllr Peace to arrange a site visit.   Cllr Peace to send additional contacts.  Parish clerk aims to have 3 estimates for the next meeting For discussion and decision

Other matters:
1.    The footpath in Oasby adjacent to the dyke side is overgrown.  Cllr Neville agreed to review and strim where required
2.    Parish clerk agreed to make contact with SKDC Big Clean regarding the following paths; footpath in Oasby, footpath top of Aisby, footpath outside Stone Cottage.
