CLERKS NOTES of HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING
TUESDAY 27th October 2020, via ZOOM at 6pm.

Public Forum:
A public forum was held where members of the community were invited to comment on agenda items.  PennyC commented that she was not satisfied with the quality of the minutes of previous parish council meetings.  PennyC stated that she felt that they did not contain sufficient detail of conversations held, with no names included and no locations.  In addition, PennyC stated that she was happy for her name to be included in notes/minutes.
It was noted that a recent meeting had been held between Cllr Peace, Cllr Taylor and PC.  This was an opportunity to look at the recently updated plans of ditches, dykes and drainage around the parish.  
CR commented that she agreed with PennyC regarding the clerk’s notes/minutes and suggested that hyperlinks to planning applications would become redundant in time.
The planning application regarding Clowder House was raised, and points around an adequate soakaway for surplus water were noted.  See item 6 below.
The clerk was asked if the parish council had received any information from SKDC about the Lime Trees and proposed works.  The clerk confirmed that to date nothing has been received.  Cllr Taylor confirmed that any tree work in the proximity of overhead lines would need to be notified to Western Power.

6.    Planning matters
•    S20/1468 – Rear of Clowder House, Oasby – Conversion and extension to barn 
The parish council commented that points regarding the need for adequate drainage should be forwarded to SKDC.  Cllr Taylor remarked that the barn was within a conservation area and that the slate tiles proposed were perhaps not in keeping with the period.
•    S20/1349 – Decision notice – works to 2 Lime Trees– Approval notice received
•    S19/0277 - APP/E2530/W/3257513 Bird Poultry Farm – Great Ponton – discussed at previous meeting

The Clerk reported that the current balance of the parish council was £10,467.35

The Clerk reported that a Freedom of Information request had been submitted to council from Mr and Mrs Richardson – to be discussed at agenda item 9

8.    Ditch at rear of properties in Oasby
Cllr Ballaam asked for clarification of what is trying to be achieved.  PC stated that the ditch needs digging out, pipes need to accept water as blockages happen.
It was reported that SKDC have installed pipes which should work if the ditches are maintained and dug out.  It was acknowledged that PR had carried out works to clear dykes previously also that PC has also previously paid to have dykes cleared.  
PC informed the council that she had been in contact with the MP – Gareth Davies, regarding the lack of meetings with the drainage board.  Cllr Ballam stated at this was the responsibility of SKDC.
PR asked how the parish council could help; the Chairman said that with limited powers the parish council had done as much as it could to help. 
PennyC stated that it was useful for the parish council to be supportive.
Cllr Turner asked who was the landowner and this information was confirmed.  However, PC reported that the landowner has refused access to the field.
PR reported that only Craig from the IDB and Andy from LCC were the only ones taking any action and that correspondence with SKDC was mostly unanswered. Cllr Ballam reported that this matter was the responsibility of SKDC.
Cllr Peace asked if PR had written to SKDC stating that they are not currently fulfilling their duty, and if necessary, escalate the atter to the ombudsman.    
9.    Freedom of Information request (FoI)
A FoI request had been received requesting copies of emails sent to various authorities regarding flooding matters over the previous three years.  Cllr Peace stated that the amount of work and time involved in responding to this request precluded the council carrying out this work.  However, Cllr Peace has suggested that there were a number of items that could be useful information and that these items would be compiled by the clerk and supplied to Mr and Mrs Richardson.

10.    Speed limit and signage through Aisby
An Aisby resident had asked about speed limit in Aisby, it was accepted that there was limited action that the parish council could take, however it was agreed that the clerk would purchase some A4, 30mph stickers for wheelie bins, which Cllr Peace would distribute.
Cllr Neville reported that she did have concerns about lorries currently loading at the side of the road near Welby. Cllr Neville agreed to contact LCC Highways and our PCSO Stuart Bowden.  In addition, Cllr Neville would request a parish walkabout.

11.    ROSPA Play inspection report 2020
The parish clerk had previously circulated the recent POSPA report and had detailed areas of concern.  Cllr Kennedy agreed to be the council representative for the play park and would monitor the condition of equipment regularly.  This to be a standing agenda item.  The clerk agreed to contact LALC regarding play equipment safety training for Cllr Kennedy. The clerk agreed to compile a list of proposed actions and circulate to Councillors for discussion at the next meeting.  The aim is to get repairs completed by Spring 2021

12.    Parish Councill website(s)
The parish clerk reported that there continues to be issues with the old website connection and it has proved difficult to add documents.  The new website, which will be hosted by LCC will be developed when time allows. 
NB.  Council will be asked to agree to appoint a contractor to carry out this work    

13.    Water Pumps
Cllr Peace reported that a revised quotation for works had been received for refurbishment of the pumps.  Cllr Kennedy suggested that the pump at Oasby needed less work and is in better condition.  Cllr Turner reported that some refurbishment was carried out approximately ten years ago, Cllr Turner offered his time if this was required.
It was agreed that a second quote be obtained for the Aisby pump prior to agreement of works.
PennyC reported that she had concerns abut a stone wall on Main Street, Oasby, which had a number of sycamore seedlings growing and agreed to send across a picture.  Cllr Neville said that as this was an old wall, there could be possibility of damage.  PennyC confirmed that she was advocating cutting down of vegetation and painting with weedkiller.    
14.    Neighbourhood watch
At a previous meeting a suggestion was made by Cllr Peace and discussion around offering a remuneration to a volunteer to act as a liaison between parishioners and relevant authorities.  Cllr Turner and Taylor suggested that they were unsure of the benefits of this and that people could sign up to Lincs Alert which was a useful website for local issues.  Cllr Neville suggested that people may not wish to come forward and volunteer.    
15.    Update - phone kiosk
The parish clerk agreed to circulate a list of costs incurred to date in the refurbishment of the telephone box.  Cllr Ballaam volunteered to undertake works on the Oasby telephone box

16.    Update - Trees:
•    Sycamore Trees - the parish council had received a quote of £360 for works to the protected trees and the Hawthorn bushes (below) – this quote was agreed once planning had been approved by SKDC 
•    Hawthorne bushes – quote agreed, works to go ahead
•    Fir Tree at Houblon Arms – Cllr Peace agreed to discuss with the parishioner who has raised the matter.  Cllr Ballaam said it was not clear where the issue was with the tree concerned.

Cllr Kennedy reported that the drain at Heydour Priory had a very offensive smell and was full.  It was confirmed this would be the responsibility of the landowner – Cllr Peace agreed to discuss with the landowner.
Cllr Turner raised the matter of Tree Preservation Orders (TPO) in the parish.  The parish clerk reported that there were several in place and these could be found on the SKDC website.  Cllr Turner suggested that a review of trees within the parish area be carried out and that SKDC be contacted with a view to having a review.  This was agreed
