Clerks Notes of Heydour with Aisby and Oasby Parish Council.  Tuesday 10th March 2020

4.    Updates from County and District Councillors
Cllr Hill (LCC) – not present at the meeting, but called in by telephone and gave update – see below.
Cllr Trotter (SKDC) – informed the Council that the recent application for a ward grant has been approved.  Will follow up with information requested about ditches and dykes.
Cold Harbour planning application – an appeal will take place on 21st March.  The applicant has increased the number of units.  Appeal against number of cars.  The Parish Council noted that this is the most unsuitable piece of land for the proposed purpose.  Local councils and residents have objected but the applicant does have right to appeal.  It was agreed that the Clerk was to resend the information objecting to the application to Councillors for approval.     Clerk to find previous representation and send around for approval.
NB:  The planning appeal has been postponed indefinitely.

Cllr Peace suggested a grant recipient for next year's SKDC Cllr grant  
Potholes A52 – Oasby – feedback from Cllr Hill.  Reported to Highways.  

Cllr Hill has visited Aisby to look at the drainage problem – broken drain outside Fox Cottage, Aisby, not fixed yet – but in hand. If delayed pathway will get washed away.  There is a planned ‘drive around’ on Thursday.

PUBLIC:  A big issue is outside Fox Cottage, Aisby, no one wants to take ownership.  It was reported that this been attended to with draining rods, however it needs digging up and re doing.  

Aisby – waiting for works to be done outside Fox Cottage.  Run offs from fields, are they being maintained?  Each can act in isolation to do something but that moves the problem around.  Investigation into run offs and ditches suggested.  Plans to be obtained from skdc.  Cllr Trotter will chase this
Ditch has been cleared on Nightingale lane on right hand side, but it was reported that now water is crossing the lane. 

Oasby – Craig from Welland Internal Drainage Board  has visited and is keen to do something –  talk to landowner regarding maintenance of ditches.  
Thanks to Jason and Sarah –who have been IDB and SKDC to arrange a meeting.  Richard – advised councillors to look out for email from the clerk asking about availability on a couple of dates. Possible 5.00pm meeting – we will keep people informed of what they say.  They are sympathetic.  Want to consult PC before any action.
Welland IDB doesn’t have responsibility for drains locally – this falls with LCC/SKDC
It was agreed that the Parish Council need a strategy for action and maintenance

The Parish Council agreed to form a subcommittee to establish ownership of all ditches in the parish.  When this is done the parish council will discuss contacting owners of neglected drainage channels.  Jason, Simon, Lee, Sarah.  The Parish Council agreed to co-opt Simon Jones to the subcommittee.  
Suggestion is to deal village by village.  Richard agreed to draw up Terms of Reference for the subcommittee.

Sarah request for funds for grass seed and daffodil bulbs – agreed Cllr Turner happy to assist
Thanks to Sarah for all works she has done.  Thanks to Cllr Turner for donation of bulbs.
Thanks to Sarah for installing Dog bins and agreeing to their emptying.
Further new bin will be placed top of Ancaster lane turn to heydour.  £150 is available to spend from the SKDC grant. 

Parish Council have received a donation request from St Michaels £200.00 – this was agreed

It was agreed to carry forward the LALC invoice for 2020/21 membership to May meeting

6.    Planning matters
•    S20/0177 – Land off Mere Lane, Aisby – Application – parish council are concerned that this is outside the curtilage of the village, and possibly not in keeping with the area.  NB: this application has since been approved
•    S20/0182 – Nightingale Lane, Aisby – Application – parish council agreed to submit observations noted: 
i.    Ensure fully adequate drainage is put in place, stating the obvious this development could create further drainage problems in the dyke
ii.    Ensure the character of the Bridle Path is not compromised and not tarmacked.
iii.    Ensure that screening of the lane by trees is maintained to maintain the integrity of the bridle path.
iv.    Have a provision for no caravan parking or unsightly vehicles.

•    S20/0371 – Tree, Village Street, Oasby  - the parish council asked who owns the tree?  No objections.

7.    Maintenance and upkeep of ditches and dykes: this matter was addressed earlier in the meeting

8.    Drainage/Flooding issues: this matter was addressed earlier in the meeting

9.    Damage to the old Village Green and verges in Aisby is occurring and the old Village Green o/s Guys house.  Adopted by PC.  Photos were shown to the council.  As evidence.  From 5/6 years ago in better state of repair. Roads in poor state of repair and disintegrating.  Letter has been circulated.  What do Cllrs want to do?  Parking is a problem.    Do people have an idea of what they want?  Looks much bigger 5/6 years ago.  
Sad that this has been a lovely green.  The green is a registered green and it is unlawful to drive over or damage.  Cllr Sarah Trotter will ask about this matter at the walk around on  Thursday. The damage to verges in Ancaster Lane Oasby was noted – residents are intending to repair

10.    Travellers Sites – parish council discussed the proposed site for travellers off the A52, and noted the appeal on 21st March 2020

11.    Grass cutting contract – BDG mowing – quotations received 
PC grass £22 per cut – hedge cutting x £160 x 2
Parish council agreed  that this was a good deal  and agreed to accept 

Mow and strim all grassed areas as in map - £250 per cut 
Approved by council 

Cllr Peace circulted maps showing  Parish boundary, village curtilage and conservation area.
Folder of maps will be kept at VH

12.    Hedge Cutting see above 

13.    Playground Inspection and Maintenance – is overdue – will cost £200/£250 
Parish Clerk will arrange this

14.    Sycamore Tree Inspection
Overdue – protected trees outside Richards house.  £150 – agreed.  Parish Clerk to arrange this

15.    Corona Virus update and future activity of the Parish Council
Councillors were advised to keep up to date with news and local issues

16.    New Parish Council website
Parish Clerk explained that LCC are currently developing new websites for all town and parish councils.  These will be rolled out over the coming weeks and training will be delivered for clerks.  Parish Clerk to keep councillors informed

Frequency of meetings – Jason suggested to continue with – bi monthly meetings 
Possibility of virtual meetings in the future due to Coronavirus
