DRAFT MINUTES OF HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING

Held on Wednesday 10th September 2025 at 7.00 pm in Heydour Parish Hall

Cllrs Present: Ballaam, Caldwell, Kennedy, Peace (Chair).

In attendance: D.Cllr Trotter, R. Boden (clerk) and 2 members of the public.

Non-attendance: Cllr Sylvester.

 

Chairman's Welcome and Housekeeping

25076 PUBLIC PARTICIPATION SESSION

To receive reports from outside bodies.

- Report from C. Cllr Hill. Cllr Hill had sent his apologies.

- Report from D. Cllr Trotter. The main item to report is the Solar farm. The consultation period closes on the 25th September and she has called it in so that it is brought to a planning meeting.

- New bin dates are being rolled out from Monday next week. This is so that bin lorries can be rerouted to make them more efficient. The green bin goes on weight and once the limit has been hit it must return to base. An orange bin for food waste is due in April 2026.

- Lincolnshire police are encountering funding problems, with a possibility of them facing bankruptcy. This is due to Lincolnshire being a rural area and previously, funding has been focused on urban areas. At the moment, Lincolnshire Police are on enhanced monitoring by His Majesty’s Inspectorate of Constabulary and Fire & Rescue.

- A question was asked about Cold Harbour. Planning had been given for it to be a traveller's site but it was meant to be finished first before any residents but people are already on site. It is being looked into by SKDC.

- Devolution is on target with the elections for District to be held in May 2026.

- Questions or Points raised by residents and members of the public. A resident commented that the playground was looking good but was worried that the sign does not have an age range. The RoSPA inspection has recently been carried out and there was no comment made about the sign.

- Some of the signs in the villages need cleaning. Cllr Kennedy will take on this responsibility.

It was resolved to accept the clerk’s report on payments between meetings.

b) To approve the payment of £77.57 for the expenses, as per the expenses form. It was resolved to approve the payment of £77.57 for the costs, as per the expenses form.

c) To review and consider approval of bank reconciliation and for the Chair to sign. It was resolved to approve the bank reconciliation and for the Chair to sign.

 

25081. Clerk's Report. To receive updates between meetings. The community emergency plan is just about finished and the clerk just needs to write to the village hall committee asking for their permission to add the village hall as a place of safety.

- A meeting with Tom Amblin-Lightowler, SKDC Environmental Health Manager, regarding Oasby Beck has been held and the Beck cut by Black Sluice IDB. Though the beck is riparian, Black Sluice will cut twice a year.

- The Council will need to adopt an IT policy as part of Assertion 10 that will become part of the AGAR for 2025/26. Assertion 10 is regarding GDPR and the tightening of .gov emails. Currently, only the clerk needs to move to a .gov email, but the Council has already agreed that all councillors will move to .gov emails.

- PKF, the external auditor, has completed the audit and identified a typographical error in Section 2.

25082. To review the Annual ROSPA report, dated 27/8/24, and discuss the work required. The Annual ROSPA inspection has recently been completed and the report recommends that the stepping stones should be monitored due to the period of very dry weather. If they become loose then they will need to be refitted.

25083. To consider the purchase of a replacement noticeboard for Aisby. A member of the public has offered to repair the areas of rot on the noticeboard. Cllr Peace will take the noticeboard from the wall, and the clerk will collect it.

25084. To consider the work required on the wooden bus shelter in Oasby. The clerk had previously circulated an email on the work required. After reminding the Cllrs it was resolved to add it to the local builders work list.

25085. Updates: To receive updates on the following

a) Emergency Planning. This has already been reported on.

b) Cleaning of Parish Road signs. This has already been reported on.

c) Archer Speed Survey. Speed signs have been purchased and are with Cllr Smallwood, waiting for installation.

d) Effects on Heydour PC of May 25 elections. This has already been reported on.

e) Progress of Parish Fibre Optic Broadband. Oasby has just finished with the installation of fibre broadband. Green Lane in Aisby has been worked on but a few houses are having problems.

25087.To receive a grant application from the Village Hall. It was resolved to give a grant of £500 to the Village Hall, as per their application.

25088. To review and amend the work plan as necessary. All up to date.

25090. CLOSED COUNCIL SESSION:

Items of a confidential nature are to be debated in the absence of the press and public. Under the Public Bodies (Admission to the Meetings) Act 1960 (due to the confidential nature of the business).

- To consider the quotes for the work required to the TPO sycamore, as per planning application S25/0809. After reviewing the quotes for the work required to the TPO sycamore it was resolved to use Simpsons Arboriculture Ltd at £540 + VAT
