MINUTES of HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING

Wednesday 9th July 2025 at 7.00 pm in Heydour Parish Hall

 

Cllrs Present: Peace (Chair), Smallwood, and Sylvester

In attendance: R. Boden (clerk) and 5 members of public. Non-attendance: Cllr Ballaam

 

Chairman's Welcome and Housekeeping

25054. It was proposed by Cllr Sylvester that the Council suspend Heydour’s Standing Order 3q to allow the meeting to continue. This was seconded by Cllr Smallwood and resolved to suspend Standing Order 3q.

25055.PUBLIC PARTICIPATION SESSION

To receive reports from outside bodies.

- Report from C. Cllr Hill – No report received

- Report from D. Cllr Trotter – Cllr Trotter is unable to attend, but asked the clerk to read out her email regarding planning application S25/0972.

- Questions or Points raised by residents and members of the public. A member of the public commented on the speed of cars along Mill Lane and asked if a police presence could be encouraged.  Archer surveys were carried out before the speed reduction and no further surveys will be carried out within a year. After discussion, it was resolved to purchase camera signs.

They also asked about the sign for the playground and the hedge being cut behind the fencing. The clerk had brought the sign with her, and it would be installed within the next few days. The hedge hasn’t been cut due to the bird nesting season, but the clerk will correspond with the company that cuts it.

 

COUNCIL SESSION

25056. To receive Declarations of Pecuniary or Non-Pecuniary Interest. No Declarations of Pecuniary or Non-Pecuniary Interest were declared.

25057. To receive and accept Apologies for Absence. It was resolved to receive and accept the apologies of Cllr Kennedy and Cllr Caldwell.

25058. To approve the clerk's notes for the meeting held on 14th May 2025 and for the chair to sign. It was resolved to approve the clerk’s notes for the meeting held on the 14th May and for the chair to sign.

25059. To declare eligibility and adoption of the General Power of Competence (compliant with the Localism Act 2011 and the Parish Councils (General Power of Competence) (Prescribed Conditions Order 2012). CiLCA obtained 30/6/25. Cllr Peace expressed congratulations to the clerk on completing her CiLCA. It was resolved to declare eligibility and adoption of the General Power of Competence (compliant with the Localism Act 2011 and the Parish Councils (General Power of Competence) (Prescribed Conditions Order 2012).

It was resolved to accept the clerk’s report on payments between meetings.

b) To note the payment of £7,245.37 for the VAT reclaim from HMRC. It was noted that the payment of £7,245.37 for the VAT reclaim from HMRC had been received.

d) To discuss the 1st quarter spending against the budget. It was resolved that the 1st quarter spending against the budget was on track and positive.

e) To review and consider approval of bank reconciliation. It was resolved to approve the bank reconciliation and for the chair to sign.

25061. To consider opening a savings account with Hinckley and Rugby Savings Account for the deposit of the earmarked reserves. It was resolved to open an easy access savings account with Hinckley and Rugby Savings Account and move £10,000 into the account.

25062. Clerk's Report. To receive updates between meetings, including management of Oasby Beck, and to receive an update on Aisby sewerage system. LCC has confirmed that Oasby Beck is riparian, but SKDC will still maintain it by subcontracting the work out to Black Sluice Drainage Board. Cutting dates have not been confirmed yet. There is no update on the Aisby sewerage system.

The clerk has contacted Heydour Parish Millennium Green committee regarding the ownership of the land, as mentioned in the Internal Audit. Work needs to be carried out as the land is owned by the Heydour Parish Millennium Green, but the Parish Council was given the corner to use as a playground, nothing official was ever entered into. 

25063.To consider and accept the Policies & Procedures List and accept the following policies:

a) Freedom of Information requests. It was resolved to accept the Freedom of Information requests policy.

b) Equality Policy. It was resolved to accept the Equality Policy

c) Disciplinary Policy. It was resolved to accept the Disciplinary Policy.

d) Grievance Policy. It was resolved to accept the Grievance Policy

 

25064.To consider donating the community cleaner grant money to Heydour Parish Millennium Green for the services of litter picking within the Parish. It was resolved to donate the community cleaner grant money of £463.32 to Heydour Parish Millennium Green

The above application has been accepted by SKDC with the wrong address, as it is within Oasby. The clerk has finally received consultee paperwork that gives a date of the 29th July for comments to be received by. It was resolved that the clerk should respond that an EIA Screening and Scoping Opinion should be requested,

25066. To review and amend the work plan as necessary. The clerk needs to be trained on the new website and then it can be updated.
