DRAFT MINUTES of HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING

Wednesday 12th March 2025 at 7.00 pm in Heydour Parish Hall

Councillors Present: Cllrs Kennedy, Peace (Chair), Smallwood and Sylvester.

Also Present: C. Cllr Hill, Parish Clerk Boden, and 2 members of the public.

Chairman's Welcome and Housekeeping

25013. PUBLIC PARTICIPATION SESSION

To receive reports from outside bodies.

Report from C. Cllr Hill. Green Lane (Aisby) is to have work carried out over the weekend and have cameras put down the drain to try and establish the problems and then come up with a solution. Longterm LCC will be building a business plan along with conducting a feasibility study for the necessary work.

In Oasby the drains have been cleaned and there seems to be more capacity in the middle section of Oasby Beck. LCC will be working with Black Sluice IDB.

Ropsley Quarry has been granted the extension but with weight limits along King Street. It has been established that the quarry only has 4 years life left.

County and District Councils are to come together and become a Unitary Council. This is likely to be divided into North and South Lincs Councils due to resident numbers.

The Government Scheme for the residents whose houses have been flooded has been replaced by a scheme run by LCC. Houses that have been flooded can receive up to £5,000 to help.

Report from D. Cllr Trotter. No report was received.

Questions or Points raised by residents and members of the public. A member of the public asked about the road sign that was down on the High Dyke. Cllr Hill reported that the sign had been ordered and would be installed when ready. They then commented about other areas of the High Dyke that was outside the Parish.

 

COUNCIL SESSION

25014. To receive Declarations of Pecuniary or Non-Pecuniary Interest. No declarations of Pecuniary or Non-Pecuniary Interests were received.

25015. To receive and accept Apologies for Absence. It was resolved to accept the apologies of absence from Cllr Caldwell.

25017. Website. To consider the change from the LCC website to another provider. (Report provided). After discussion, Cllr Smallwood proposed that the Council use Eyelid Productions for the building of the new website along with Cloud Next for the .gov email addresses at £899. It was seconded by Cllr Sylvester and it was resolved to go with the named businesses.

It was resolved to accept the clerk’s report on payments between meetings.

25019. Clerk's Report. To receive updates between meetings. 

a)The clerk had been contacted by a member of the public trying to find out who owned the streetlamp outside Heydour Farm as it had been out for a number of months. After a few emails, SKDC accepted ownership and they will send EOn out to repair it.

b) Whilst sweeping up road chippings the sweeper had caused damage to the green in Oasby. This had now been repaired.

c) The Environment Agency is to carry out a visit on the 2nd April in connection to the First Time Sewerage Application.

d) Footpath 20 (The Croft) will be opened again as soon as is possible.

e) The Internal Auditor is due on the 17th March for an intermediate review.

25020. To consider using BDG mowing contractors, along with St. Michael and the Millenium Green for the grass cutting and hedge trimming for year 2025. Grass cutting of Parish Council grass April-October £34 per cut, Hedge cutting of playground hedge £235 per cut /2 cuts per season, To strim around bus stops in Aisby and Oasby £21 per cut / as required. It was resolved to continue to use BDG mowing contractors, along with St. Michael Church and the Millenium Green.

25021.To consider accept the Policies & Procedures List and accept the following policies. It was resolved to accept the Policies & Procedures List .

a) Abusive, Persistent and Vexatious Policy. It was resolved to accept the Abusive, Persistent and Vexatious Policy.

b) General Grant Policy. It was resolved to accept the General Grant Policy.

c) Volunteer Policy. It was resolved to accept the Volunteer Policy.

d) Subject Access Request (SAR). It was resolved to accept the new Subject Access Request (SAR).

e) Expenses Policy. It was resolved to accept the new Expenses Policy.

 

25022.To consider grant applications received from:

a) Heydour Parish Millennium Green Trust. It was resolved to give Heydour Parish Millennium Green Trust a grant of £450.

b) Heydour Parish Village Hall. It was resolved to give Heydour Parish Village Hall a grant of £450.

25026. To consider the date of the Annual Parish Meeting. It was resolved to have the Annual Parish Meeting on the 14th May before the Annual Parish Council Meeting.

25028. To consider the outcome of the clerk’s appraisal. It was resolved to accept the notes connected to the appraisal on the 6th March 25 and for the clerk to move up to spine 17, from the 1st April 2025.
