MINUTES OF HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING
Tuesday 10th September 2024 at 7.00pm in Heydour Parish Hall
Councillors Present: Cllrs Ballaam, Kennedy, Peace (Chair), Smallwood and Sylvester.
In attendance: D. Cllr Trotter, Parish Clerk Boden and 1 member of the public.

24066. PUBLIC PARTICIPATION SESSION
To receive reports from outside bodies.
Report from C. Cllr Hill. No report has been received
Report from D. Cllr Trotter. D. Cllr Trotter thanked Cllr Peace and the clerk for attending the Community Resilience Forum that was held by SKDC on the 9th September. It had proven successful in getting all of Cllr Trotter’s wards together and hearing how they could potentially work together to create a combined emergency plan.
August has been relatively quiet. The works that are continuing in and around Grantham are causing disruption and there have been setbacks in the works due to delays with the materials.
Lincolnshire Day will be celebrated on the 1st October with SKDC hosting several events. SKDC is also hosting the Community Awards and the closing date is fast approaching.
The Local Plan is currently under review. At present 1.5 million new dwellings are required however changes in the framework are being proposed. A rise from 690 units to 912 units per annum – an increase of 20% is needed. A 20% year-on-year will be written into the plan. With this being part of the Manifesto pledge it is being encouraged. At present, it is unsure if an extension period to the review process will be granted.
The police are in the process of issuing free wristbands to dementia patients. These will be able to be scanned.

The clerk explained that since the agenda had been issued payments for the extra hrs on the website maintenance and for the hedge to be cut back in the playground had been paid. It was resolved to receive and accept the clerk’s report on the payments made between meetings.
b) To note that BDG Mowing has become VAT registered and will add VAT from August invoice. It was noted that BDG Mowing had become VAT registered and VAT will now be added from August. The Council will reclaim this at the end of the financial year.
c) To review and consider approval of bank reconciliations. It was resolved to approve and accept the bank reconciliation.
24071. Clerks Report. To receive updates between meetings. The clerk reported that she still had to complete the Councils instructions on the banking and joining the Community Speed Watch run by the Lincolnshire Road Safety Partnership that was agreed at the last meeting. She had concentrated on the grant applications for the play equipment due to the time frames.
A member of public had contacted her regarding the footpath at the side of Oasby beck. She had been in touch with Countryside Access at LCC but the gentleman that covers the area is on annual leave. She will follow this up.
24072. To review the Annual ROSPA report, dated 14/8/24, and discuss the work required. The Council reviewed the Annual ROSPA report for 2024 and it was resolved to revisit the report depending on success of the grant applications.
24073. To discuss the new playground designs and receive an update on the grant applications. Prior to the discussion, the councillors visited the playground to be reminded of the present layout before a decision on a new design. The three designs complete with costings were given to the Cllrs. Until the Council knows the success of the two grant applications the designs and suppliers cannot be discussed in detail. The UK Prosperity Fund (SKDC) is due to be discussed on the 16th September and the National Lottery Grant has around 6 weeks before the PC will know if they are successful.
24074. To receive an update on the Community Resilience Forum held on the 9th September. Cllr Trotter had updated the council during her report.
24075. To note LCC has appointed FPS Environmental to investigate the most recent floodings. It was noted that LCC had appointed FPS Environmental to investigate the most recent floodings and had visited the householders who had been flooded.
C Cllr Martin Hill had updated the clerk with news that the Section 19 reports will be finished next month, which will identify the probable causes. Following that LCC and other relevant agencies will need to formulate a plan of action.
