MINUTES HEYDOUR with AISBY and OASBY PARISH COUNCILLORS MEETING

Tuesday 9th January 2024 at 7.00pm in Heydour Parish Hall

24001. PUBLIC PARTICIPATION SESSION

To receive reports from outside bodies.

Report from C. Cllr Hill. No report.

Report from D. Cllr Trotter. D.Cllr Trotter had attended a budget meeting for Lincolnshire Police and it can be reported that the finances are low. The police have one of the lowest figures in the UK. Cllr Richard Clever (Leader of SKDC) had reported that during the recent storms, 70 homes and 19 Council homes had been flooded and this had created a Section 19 for each home which would be investigated. There are grants available from SKDC and LCC. 

Questions or Points raised by residents and members of the public. Cllr Peace reported that following the recent floods and the flooding of several houses, C. Cllr Martin Hill had instigated a list.  Jetting of the drains and culvert had been carried out and the possibility of a larger pipe had been discussed. A walk-around by various members had taken place and pinch points had been discussed. There is a further walk-around planned for Friday with C Cllr Hill, LCC Highways manager, Cllr Smallwood, and members of SKDC.  D. Cllr would like to attend if possible.

A member of the public asked if any member of the public knew who owned the wall by the substation in Oasby, as a brick had been removed to allow the water to ‘get away’. The owner would try to be found. A resident expressed his concern that there had been no contact from the IDB this time. Welland IDB had previously carried out examination work in the area though nothing had come of it. The area is now the extended area of Blak Sluice IDB.

A resident asked if a WhatsApp group had been set up as it had been previously mentioned at the last meeting. Cllr Peace suggested that it could be set up during the meeting. Another resident suggested using Mailchimp to send out relevant emails from the Council to residents. It was explained that it would take time to build an email database but the Village Hall Manager could help with the initial messages asking for people to contact the clerk. The Council must be aware of GDPR issues.

The Council has managed to obtain sand and sandbags from SKDC and these are due to be delivered tomorrow (Thursday 11th January). They will be delivered to Mill Lane opposite Foxdales as a member of the community has permitted the PC to place the item on their land.  Some members of the public asked if they could be delivered further into the village where it would be easier for the community to access them. Unfortunately, the Council does not have any areas in which they have permission to site the sand. A member of the public asked for the PC to contact LCC Highways to see if they would supply a sand bin and then Highways can decide on its siting.

Anglian Water. The Council had carried out a questionnaire to the residents of Aisby regarding the S106 Appeal to Anglian Water over the Sewerage Application. Two-thirds of the public wanted an appeal to be made and whilst the Council does not have the authority to carry out this it will support the community. Any individual can appeal and the clerk will put the email and address on the website.

24002. Declarations of Pecuniary Interest. No declarations of interest were received.

24003. Apologies for Absence. It was resolved to accept the apologies of Cllr Kennedy due to personal circumstances.

24004. Approval of Clerks Notes – Tuesday 14th November 2023. It was resolved to approve the minutes of the meeting held on the 14th November 2023 and for the Chair to sign.

It was resolved to accept the clerk’s report on payments between meetings.

b) To review and consider approval of bank reconciliations. It was resolved to approve the bank reconciliation.

c) To consider and approve the budget for the financial year 2024-25. It was resolved to approve the budget for the financial year 2024-25.

d) To consider and approve the precept figure for the financial year 2024-25. Cllr Sylvester proposed to increase the precept to £7,500 and this was seconded by Cllr Turner. It was resolved to approve the precept of £7,500 for the financial year 2024-25.

24006. Clerks Report

a) Progress of the uplifting/ trimming of the trees. Simpson’s Arboriculture Ltd has been commissioned to carry out the work on the trees around the playground.

b) SKDC Tree & Woodland Strategy to be held on the 18th January 2024. This information has been forwarded to Cllrs

c) Welby Solar Farm Consultation Event to be held on the 24th January 2024. The Welby Solar Farm Consultation Event will be held on the 24th January in Aisby Village Hall and Cllrs are invited to attend.

d) Installation of Bus stop pole and Information board for Call Connect. An email regarding the installation of a bus stop pole and Information board had been received. The intention is to place it on the Millenium Green.  The Millenium Green Committee was unaware and the clerk will forward the email on to them.

e) FOI requests received. The clerk has received two FOI requests and these have been answered appropriately.

f) Big Clean Areas. The clerk has been made aware that the Big Clean team at SKDC has been disbanded but the Street Scene team will sweep the footpath from the Aisby village to the footpath.

24007.To review an update on Nightingale Wood. This has been reviewed under D.Cllr Trotter’s update.

24008. To receive an update on the S106 Anglian Water Sewerage Application for Aisby and for a decision to be made on whether to appeal against the decision by Anglian Water not to approve the Aisby project. An update on the S106 Anglian Water Sewerage Application for Aisby had been discussed during public participation but the Parish Council will support it.

24009. To receive an update on the flooding within the villages. An update on the flooding within the villages had already been discussed with the public participation section. The clerk will put the various grant links on the website.

24010. To review celebrations for the 80th D-Day Anniversary on the 6th June 2024. It was resolved for the clerk to speak to the Village Hall Manager to see if the hall was available and that the event could happen. If the event can go ahead then the clerk will apply for a grant.
