MINUTES OF HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING

Tuesday 12th September 2023 at 7.00pm in Heydour Parish Hall

Councillors Present: Cllr Ballaam, Kennedy, Peace (Chair), Smallwood, Sylvester and Turner

In attendance: Parish Clerk Boden and one member of the public.

23072. PUBLIC PARTICIPATION SESSION

To receive reports from outside bodies.

Report from C. Cllr Hill. No report.

Report from D. Cllr Trotter. Apologies received and forwarded report attached.

Questions or Points raised by residents and members of the public. The member of the public asked if the Lincs Alert was live on the webpage and had any reports had been received. The clerk updated that it was live but no reports had been received.

It was also asked on updates regarding the village maps to be placed in the bus stops. The clerk is in the process of updating them.

 

COUNCIL SESSION

23073. Declarations of Pecuniary Interest. No declarations were received.

23074. Apologies for Absence. All Cllr were present.

23075. Approval of Clerks Notes – Tuesday 25th July 2023. It was resolved to accept the minutes of the meeting held on the 25th July 2023 and for the Chair to sign. 

23076. Clerk’s Report. To receive an update of outstanding matters from the previous meetings. All outstanding matters had already been covered in the public participation session.

It was resolved to accept the clerk’s report on payments made between meetings.

b) To review and consider approval of bank reconciliations. It was resolved to approve the bank reconciliation. 

23078. To consider and review the following policies.

a) Grievance policy. It was resolved to accept the Grievance Policy.

b) Disciplinary Policy. It was resolved to accept the Disciplinary Policy.

c) Training policy. It was resolved to accept the Training Policy.

 

23079. To discuss ways that the Parish Council can raise their awareness within the community. It was resolved to try to encourage people to engage with the website. The clerk can only maintain email addresses from parishioners that have given their permission, so can not approach the Village Hall to use their list. 

It was resolved to produce an A5 newsletter to be delivered to each house within the 3 villages letting the parishioners know what the PC have achieved and to ask for their email addresses for the use of engagement.

 

23080. To receive a report on the trees along Mill Lane. Cllr Smallwood had dealt with a large branch that had fallen from one of the trees on the verge on Mill Lane. There are other branches higher up that have come away but caught in the trees. He had reported this on ‘Fix my Street’ and to Highways and was awaiting an answer. He will chase.

23081. To consider the report from ROSPA on the playground equipment. Cllr Peace had visited the playground and had made a number of observations listed below:

• Gate – The grill is missing allowing dogs to enter the playground. Resolved to replace.

• Bench – OK

• Rocker Seesaw – Cap missing, clerk to purchase. Shrinkage of the wet pour, Cllr Kennedy to donate grass seed for all the areas.

• Double Swing – Damage to poles, clerk to contact grass cutters asking for their workforce to be more careful.

• Baby swing – The PC would like to replace the swing and the clerk has obtained quotes. Though the quotes were not identical they gave the Council an idea of costings. 

• Climbing frame – This is also coming to the end of its life and the clerk and Chair will arrange a meeting on site.

• Hedges around the playfield – These have grown greatly since first planted and need a very hard cutback.

23083. To receive a report on Anglian Water Sewerage Application. It was resolved for the clerk to write a letter to Anglian Water.

23084. To consider items for inclusion on the agenda for the next meeting. To review the progress of the weight limit to 7.5 tonne instead of unsuitable for HGV which it is now 

23085. Date and time of next Parish Council Meeting Tuesday 14th November at 7.00pm.

 

CLOSED COUNCIL SESSION:

Items of a confidential nature to be debated in the absence of the press and public. Under the Public Bodies (Admission to the Meetings) Act 1960 (due to the confidential nature of the business).

 

23086. To consider the quotes for the grass cutting for Mill Lane and other areas on an ad-hoc basis. After consideration of the of the quotes received for the cutting of the grass for Mill Lane the Council resolved to not accept any of the quotes and to use volunteers between the three safety cuts that LCC provides.

23087. To consider the quotes for the inspection of the Parish Council-owned trees around the playground, owing to Canker. After consideration the Council resolved to use NKDC’s tree department and for the clerk to contact them regarding an inspection.
