Minutes of the HEYDOUR with AISBY and OASBY PARISH COUNCILLORS MEETING

Held on Tuesday 10th January 2023 at 7.00pm in Heydour Parish Hall

 

Councillors present: Cllrs. Ballaam, Kennedy, Peace (Chair), and Taylor.

In attendance: Parish Clerk Boden.

Chairman's Welcome and Housekeeping

 

23001. PUBLIC PARTICIPATION SESSION

To receive reports from outside bodies.

Report from C. Cllr Hill. No report.

Report from D. Cllr Trotter. There is not new news to report but the main news is the SKDC council offices are in the process of moving to the office space in the cinema building fronting on to St Catherines Road, and vacating/selling the original offices.

COUNCIL SESSION

23002.Declarations of Pecuniary Interest. No declarations of pecuniary interest were received.

23003. Apologies for Absence. It was resolved to accept the apologies for absence from Cllrs Smallwood and Turner.

23004. Approval of Clerks Notes – Tuesday 15th November 2022. It was resolved to approve the Clerk’s notes for the meeting held on Tuesday 15th November 2022 and for the Chair to sign.

It was resolved to accept the clerk’s report on payments between meetings.

b)To ratify the spend of £50.00 for the VH Christmas Tree from the Queen’s Jubilee Budget. It was resolved to ratify the spend of £50.00 for the payment of the VH Christmas Tree from the Queen’s Jubilee Budget.

c)  To review and consider approval of bank reconciliations. It was resolved to approve the bank reconciliation.

d) To consider and approve the budget for the financial year 2023-24. It was resolved to approve the budget for the financial year 2023-34.

e) To consider and approve the precept figure for the financial year 2023-24. It was resolved to approve the financial figure of £5,000 for the financial year 2023-24 and any shortfall to come from reserves.

 

23006. Clerks Report

a) Online meeting with the Chief Constable (for clerks). Since the agenda was posted the meeting with the Chief Constable has been opened to Councillors. It was resolved for Cllr Peace will attend.

b) Progress of the uplifting/ trimming of the trees. The uplifting/ trimming of the trees around the playground has been completed. Trimming of the dead wood on the sycamore is to be arranged.

c) Progress of the Big Clean Areas. The footpath from Aisby village to the bus stop has been cleaned of fallen leaves.

d) Progress of the Beck Clean up. After discussions with SKDC Big Clean and Black Sluice IDB the Parish Council resolved to gain quotes for work along the footpath stretch.

e) Change of date for May meeting to 16th May from 9th May. Due to the elections for Parish Councils the date of the meeting needs to be changed from the 9th May to the 16th May to be legal. It was resolved to change the date.

Cllr Kennedy is the wife of the applicant and has stated that they do not have a sycamore within their grounds, at the address stated. As this is the case Heydour Parish Council cannot comment on the planning application.

SKDC removed the application.

b) Current

S22/2122 (Bell) - Beck Cottage, Village Street, Oasby, NG32 3NB - Decision: APPROVED

S22/1847 (Anglian Water) - Pipeline between Ancaster and Bexwell, Norfolk - AWAITING DECISION

S22/2065 (Jones) - Hawthorn House, Green Lane, Aisby, Replacement of existing greenhouse with a new greenhouse and installation of an in-ground swimming pool. – Decision: APPROVED. Under the Certificate of Lawful Use or Development the Parish Council have no power to comment.

 

23008. To review and approve Volunteer Policy. After discussion it was resolved to accept the Volunteer Policy.

23009. To review and approve the Financial Risk Assessment. It was resolved to approve and accept the Financial Risk Assessment.

23010. To accept the Good Councillors Guide. All Councillors had been sent a copy of the Good Councillors Guide and a copy is available on the Parish Council website.

23011. To accept the Being a Good Employer Guide – A guide for Parish and Town Councillors. All Councillors had been sent a copy of the Being a Good Employer Guide and a copy is available on the Parish Council website.

23012. Date and time of next meeting. Tuesday 14th March at 7.00pm
