MINUTES OF HEYDOUR with AISBY and OASBY PARISH COUNCIL MEETING
Tuesday 14th March 2023 at 7.00pm in Heydour Parish Hall.
Councillors present: Cllrs. Ballaam, Kennedy, Peace (Chair), Smallwood, Taylor and Turner.
In attendance: Parish Clerk Boden and three members of public.
Apologies were received from D. Cllr Trotter, after the meeting, as she had to attend an emergency on the evening of the meeting.

23013. PUBLIC PARTICIPATION SESSION
To receive reports from outside bodies.

Questions or Points raised by residents and members of the public. The Millennium Green had recently had a tree inspection carried out and two trees were discovered with canker. These two are on either side of the driveway. These do not belong to the Parish Council.
COUNCIL SESSION
23014. Declarations of Pecuniary Interest. No declarations of pecuniary interest were received.
23015. Apologies for Absence. All Councillors were present
23016. Approval of Clerks Notes – Tuesday 10th January 2023. It was resolved to approve the Clerk’s notes for the meeting held on Tuesday 10th January 2023 and for the Chair to sign.
23017. No Cold Calling Zone – To consider the need for a No Cold Calling Zone for the Parishes of Heydour, Aisby and Oasby. Cllrs have already received a proposed plan before the meeting. A member of public had been invited to attend and speak regarding the plan and how it would be rolled out.
The clerk was then asked to explain how she is working with trading standards and is hoping to bring the various groups to the Annual Parish Meeting where the public can learn how to keep themselves safe both in person and online.

It was resolved to accept the payment of accounts
c)To review and consider approval of bank reconciliations (previously sent to Cllrs). It was resolved to approve the bank reconciliation.
d)To review and consider approx. end of year budget. (previously sent to Cllrs). This may change by a nominal amount. It was resolved to accept the approx. end of year budget.
23019. To consider and approve Grant Funding
a)Millennium Green. The Millennium Green expressed thanks for the grant that was given to them in the previous year. It was resolved to accept the grant application and award £600 to the Millennium Green.
b)Heydour Village Hall. It was resolved to accept the grant application and award £250 to the Village Hall.
23020. Clerks Report
a)Progress of Village signs. LCC have been in touch with the clerk and are willing to install new village signs in the next financial year.
23021. King’s Coronation – To consider the events for the King’s Coronation. The PC have gained a grant for £1150 from the National Lottery and the clerk has been in touch with both the Village Hall and the Millennium Green and there is a meeting on the 5th April 2023 to discuss the event. It is hoped to host an event similar to the Queen’s Jubilee. Cllr Peace will attend the meeting.
23022. LALC.
a)To consider and approve the renewal of the Annual Subscription 23-24 at £142.84. It was resolved to approve the renewal of the Annual Subscription 23-24.
b)To consider and approve joining the Annual Training Scheme at £100 + vat. It was resolved not to join the Annual Training Scheme for 23-24 offered by LALC.

Heydour Parish Council has looked at the application and whilst they have no issues with the removal of the 2 sycamore trees and the trimming of the third they would like to suggest that replacement trees be planted in an appropriate position. To be ratified. Decision: APPROVED |

23024. Prosperity Fund from SKDC - To consider future projects for 2023-24 & 2024-25. The Prosperity Fund from SKDC will be available for the next 2 financial years and it has a number of categories that groups can apply for. The Councillors were asked to think of ideas for future projects for these years. The clerk will forward the details to the Millennium Green and the Village Hall.

23027. Oasby Beck – To consider and approve the contract for the work to be carried out on Oasby Beck. It was resolved to offer the contract to The Bees Knees at a cost of £575.00
23028. Clerk’s Appraisal- To discuss and approve the Clerk’s appraisal held on the 8th March. It was resolved to accept the notes connected to the appraisal on the 8th March and for the clerk to move up a spine from the 1st April 2023.
