Clerks notes of the Heydour with Aisby and Oasby Parish Council meeting held on Tuesday 12th November 2019 at 6.30pm.
Cllr Peace declared the meeting open at 6.30pm
There were two members of the public in attendance at the meeting.
Public Forum:
Discussion took place with members of the public about recent flooding issues in the parish.  Particularly from fields in Oasby.  It was notes that some time ago, a larger pipe was installed and was functioning quite well.  It was recognised that rainfall had been heavy in the previous days and weeks.  
It was suggested that there could be a blockage somewhere along the pipeline, however Anglian Water reported that it was not their responsibility.  This is a regular occurrence when heavy rain falls.
Cllr Peace had been in touch with authorities such as SKDC, LCC and the Environment Agency and that parties that had been affected were given contact details.

4.    Updates from County and District Councillors
Cllr Trotter (SKDC) spoke about the South Kesteven Ward Member Grant Scheme which allows community groups in the area to apply for small amounts of funding.  The scheme ends in March 2020.  It was suggested that more bins could be purchased using funds from the scheme.  Agenda item next time with ideas and costs.

Parish Clerk agreed to report pot holes on Kings Road to the A52 and also Mill Road to A52

5.    Flooding/Emergency Planning
The Parish Clerk reported that she had recently attended the Lincolnshire Resilient Communities Conference where discussion took place around Emergency Planning.  This was considered to be a useful piece of work and it was suggested we could discuss further at the next meeting.  Parish Clerk to circulate the information and draft planning document.  Agenda
Maintenance of dykes around the Parish was considered to be valuable.

6.    Planning matters
a.    S19/1444 – Badgers End, Oasby.  Details approved 4th October 2019
b.    S19/1841 – Stone Lodge, Oasby – no objections raised by council

7.    SKDC Local Plan Proposed Modifications Consultation
Cllr Peace informed council that this consultation was now closed.

8.    Final review and approval of Asset Register
Amended Asset register presented by the Parish Clerk.  Cllr Peace suggested that the Jubilee Bench should be named the John Evans Memorial Bench and that two further benches be added to the register, with a value of £1000.  In addition, the two telephone boxes should be added with a value of £1000 each.  Parish Clerk to update register.  Aproval from Council was given with above amendments.

9.    Clerks Update.  To include:
a.    Finance update (cheques to be paid) – Parish Clerk reported on the balance of the Parish account and presented cheques as follows to be signed: 
•    000292 – W E Moore Clerk Salary £179.00  (Oct/Nov)
•    000293 – HMRC - £44.80  (Oct/Nov)
•    000294 – Wainfleet Flood Appeal £100
•    000295 – BDG Mowing £95.00
b.    Budget update (six-month review of budget)
Parish Clerk presented a six-month review of the budget, this was accepted
c.    SKDC Big Clean information – Parish Clerk presented information about the SKDC Big Clean initiative
d.    Correspondence received – none received

10.    Update on Telephone Box
Cllr Peace reported that the telephone box from Swarby was now placed in a barn awaiting refurbishment. 
Cllr Peace suggested that the box in Aisby would be next for refurbishment.  Ideas to be discussed at May meeting

11.    Refurbishment of Bus Shelters
Cllr Peace will request quotes from Dean for works on the Bus Shelters and the Playground gates
