Welcome to the annual parish newsletter. Despite the troubles and trials of Covid, your parish council has had another busy year, during which it has moved from only meeting online to a combination of Zoom and village hall meetings. For the protection of those who attend public meetings, the PC has agreed to a modest increase in spending so that the hall is hired for meetings rather than just the bar area. Facial protection is still required.

Below is an account of the year’s activities together with an update where needed.

Planning
Around 22 planning applications have been considered. A few of these were related to tree preservation orders. There are 3 or 4 sites in the parish where development of dwellings is planned or underway.

New Clerk
Wendy Moore resigned in the latter half of 2021 because of her full time work commitments. It was with pleasure and not a little relief that we received an application from Rowena Boden while Wendy was working her notice period. A very warm welcome to Rowena who has now been in post for a couple of meetings. Rowena can be contacted at heydour.clerk@outlook.com

Covid 19
During a temporary period which ended in May 2021, the PC met only on Zoom. It was permitted to make decisions while meeting on line. This was withdrawn in May 2021 and since then we have been meeting at the village hall. The clerk will be posting paper notices on boards as usual and dates will be shown on the website. We continue to follow the rules relating to facial protection and ensure adequate spacing at public meetings.

Donations
Early in the year, grants were made to the Village Hall and church committees. Budget provision has been pencilled in for applications during 2021/22.

Minor Projects
Various jobs have been completed so as to maintain the appearance of the parish. The Oasby telephone kiosk and post box have been repainted by volunteers, the Aisby pump has been refurbished and the Oasby pump is planned for the same this year, the pollution problem in Aisby has been fixed, grass and hedge cutting continues, two new doggy bins have been supplied and fitted and a volunteer parish councillor empties them and arrangements to regularly clean the bus shelters has been renewed. The protected sycamore tree in Aisby which the PC owns
will be checked again this year to see that a trunk fungus has not got worse.

Playground
Hedge trimming takes place at least twice per year. There is an annual ROSPA inspection and minor problems such as surface moss are being corrected. Our clerk has been trained in playground inspection and management and will be making regular visits to check on conditions.

The PC is hoping to hear from any volunteer with website skills to help to further improve the site appearance and content.

Over the past year, the PC has produced an annual work plan in order to meet its responsibilities on time. This is reviewed at each meeting and can also be seen as a public document on our website.

Parish Traffic
A number of people have expressed concern about the speed of traffic. At the request of the council the clerk has lodged a request for a survey of traffic speeds to help them decide what action might be needed. Options to be considered include more conspicuous village signs and additional warning signs. The PC have previously discussed radar equipment but the cost would take up half of the budget and is prohibitive. Speed limit stickers for wheelie bins have been distributed. 40mph sticker for Mill Lane residents can be requested from Richard (455547)

Aisby Sewage Project
Anglian Water have approved the progression of this plan to stage 2. This involves sampling the output from individual septic tanks and processors. This is likely to take up most of this year.
