CLERKS NOTES OF HEYDOUR WITH AISBY AND OASBY PARSH COUNCIL MEETING
TUESDAY 12th January 2021 6pm. Via ZOOM

Public Forum:
Cllr Peace thanked the member of the public (MOP) for their attendance and support of parish council activity.
The MOP asked if it was possible to obtain a 30mph sticker for their wheelie bin and Cllr Peace responded that this was certainly the case and some would be delivered.

3. Updates from district and county councillors
Cllr Trotter reported that she had received the up to date statistics relating to COVID19. She expressed her sadness that there had been a rise in cases and deaths across both the county and the district area.
However it was encouraging that the vaccination programme is being rolled out and appointments will be available at the Grantham Meres Leisure Centre, along with other local sites in time.
Cllr Trotter reported that she had awarded a grant to Heydour Church, and that from April 2021, she would have a new fund for allocation. Priorities will include isolation and COVID19 related activity.
Cllr Trotter encouraged everyone to abide by the current restrictions:
Wear a mask, stay home etc
Cllr Totter gave an update on the planning application for Cold Harbour which came before council in 2020. There is likely to be a virtual meeting to discuss the application in the near future
4. Approval of Clerk's Notes. 8th December 2020
Clerk's notes approved as minutes of the meeting held on 8th December 2020. Proposed – Cllr Ballaam, seconded – Cllr Kennedy.

5. Planning matters

Cllr Kennedy had observed that the planning application and build showed that the proposed garage is forward of any 'planning line', Cllr Taylor remarked that this, along with the height, could be overpowering. Cllr Neville also shared these concerns. It was agreed that Council should forward comments about the height and depth of the proposed build, along with drainage note, to SKDC before the deadline of 26th January 2021.
S20/1468 Clowder House, Village Street, Oasby Conversion and extension of redundant barn to form one dwelling Decision notice – planning awarded

S20/1894 Oasby House, Village Street, Oasby Lime T1 and T2 fell because the tree is dying due to bleeding canker lime Decision notice – consent granted

6. Clerks Update
a. Finance update
The clerk reported that the current balance of the council account was £8,454.82 (taking into account cheques below)

b. Draft budget 2021/22
The draft budget was presented to the Council and approved
It was noted that some lines of expenditure had decreased (VH hire) and some increased (costs for Zoom) due to COVID19 and associated restrictions
c. Precept setting
Cllr Peace commented that the precept and annual budget have remained stable for many years and the council have managed to carry out improvement works around the parish.

7. Water Pump Aisby – update
The clerk reported that she had requested quotes for refurbishment works

8. Website update
It was reported by the clerk and Cllr Peace that the new website is now up and running – the council will be adding more information over the coming weeks and any suggestions/photos etc would be gratefully received.
The Council thanked James Bell for completing works as requested to copy information from old to new.
The clerk agreed to add in links and check contact details were correct.

9. Policies:

Cllr Peace reported that the policy was based on the model provided by LALC adapted to our needs

10. Neighbourhood watch
Cllr Neville reported that she had spoken at length to the PCSO (Stuart Bowden) about the subject who advised that there has been little advance of the initiative recently due to COVID19 and the use of technology. Discussion took place about the need for a 'central point' of contact to report/be aware of local incidents and to circulate. Cllr Peace agreed to discuss with a suggested resident.

Cllr Neville agreed to contact PCSO to request any information, including stickers etc for use around the parish.

11. Speed cameras/signage
Cllr Neville had recently been in discussion with several organisations and individuals about the use of various types of speed cameras etc. Cllr Neville agreed to continue to investigate and item to be discussed at the next meeting

12. Aisby sewerage project
Cllr Peace reported that there had been no new developments with the project and that there was unlikely to be any news before spring.
13. Oasby pipeline project
The Clerk reported that an email had been received from Anglian Water and this had been distributed to all Councillors

14. Play inspection and repairs
Cllr Kennedy has inspected the play area and has noted the recommendations by ROSPA in their annual report.
It was noted that the trees have now been cut back and are neat and tidy at the moment.

15. Grass cutting quotes – following discussion it was agreed that the parish council were happy with services provided, but would ask Environment SK to quote for comparison. Quote to be requested for cutting of hedge at playground, grass within playground area and grass at the village green area

16. South Kesteven District Council, Councillors designated budget spend – Poo bin
The clerk reported that council had been awarded £170.00 from Cllr Trotter's designated budget to purchase 2 new bins for the purposes as above.
Cllr Neville agreed that once purchased, she will undertake to empty the bins regularly.
